More than a year ago, he received a decision to expel his party membership and public office.
Why did the leading cadres of state-owned enterprises who were supposed to be the "last squad" to be punished and decided to end their 42 years of work? Why did a party member who swore to follow the party forever deviated from his original mission?

The "initial experience" of the red envelope made him uneasy
In March 2007, Wang Lizhi was transferred from Xinjin County SME Bureau to the chairman and general manager of the County State-owned Assets Investment Management Co., Ltd., responsible for the investment and financing of local infrastructure projects. In March 2011, Wang Lizhi was transferred to the chairman of Chengdu Xincheng Financial Guarantee Co., Ltd., mainly dealing with small and medium-sized enterprises. Business owners gradually figured out the "hidden rules" during their contact with him: if they don't send money, either the guarantee is approved later than others, or it is difficult to pass the inspection and guarantee meeting, or there are problems with the approval materials and it is not easy to pass. Many business owners understand that after successfully obtaining a secured loan, they will go to the office or near their homes to send money to Wang Lizhi every Chinese New Year. The amount is mostly around 10,000, with individual amounts ranging from 20,000 to 40,000.
Wang Lizhi is very clear that on the one hand, these business owners thank him for agreeing to the loan, and on the other hand, they want to lay an ambush for the next year's guarantee. Some companies are afraid that the loan will not pass the inspection and guarantee meeting and will come to express. So, he refused to come. The Dongchuang incident, the path of his thought transformation is sketched out
In August 2018, when the Commission for Discipline Inspection of Xinjin County (now Xinjin District) was investigating another corruption case, it found clues about Wang Lizhi's alleged abuse of power and wanton bribery. With the approval of the county party committee and reported to the municipal supervisory committee for approval, on November 20, 2018, Wang Lizhi was taken lien for review and investigation.
After investigation, Wang Lizhi has lost his ideals and beliefs, has a weak sense of law and discipline, and is greedy. In May 2019, Wang Lizhi was expelled from the party and public office for serious violations of discipline and law. In December of the same year, Wang Lizhi was punished for several crimes for accepting bribes, abuse of power, and unidentified sources of huge amounts of property. He was sentenced to 19 years in prison and was fined RMB 2 million.
The investigators summarized several key factors that led to Wang Lizhi's ideological transformation.
Wang Lizhi usually plays perfunctory responsibility for political studies, or hastily walked through the scenes, or replaced them with business studies. As a leading cadre of a party member, he has had a misunderstanding of issues such as where power comes from and for whom he is used. He is on the front line of the reform wave economy and mistakenly believes that "you should not steal or rob, and you should enjoy a little according to the market economy." . The “master switch” that has been in disrepair for many years is difficult to withstand shocks and temptations. Within a short period of time after holding power, Wang Lizhi's thinking has been shaken and he has used power as a tool for collecting money.
The person who gave money to Wang Lizhi started with a small amount, but he was not only not vigilant, but he believed that others could evade the sanctions of disciplinary laws without the knowledge of the third party. With a fluke mentality, he opened the gates of greed from the very first money he received, and then went out of control. After the 18th National Congress of the Communist Party of China, he still did not constrain or close his hands and violated discipline. In the few years before he fell from the horse, Wang Lizhi always refused to come, whether it was a few thousand yuan or a few hundred thousand. The important reason in his mind was that he believed that he had the right not to expire, and he was "older and about to retire." There is only one last chance." Under the influence of such thoughts, Wang Lizhi's frequency of collecting money is staggering.
The investigation by the case handlers found that Wang Lizhi had a parental style in his work and did not discuss with his team members in case of problems, which caused the board of directors, shareholders meeting, and board of supervisors to not convene as required and the supervision and control mechanism failed. The lack of supervision opened the door to Wang Lizhi's use of power for profit and abuse of power.
In response to the problems exposed in this case, the Xinjin District Commission for Discipline Inspection has carried out the work of “one warning, two disclosures and three rectifications”, holding warning education conferences in different levels, adopting special reports on integrity and political ecology warning notices, etc., to urge the responsible units to supplement Weaknesses, build mechanisms. Disciplinary committees for state-owned companies in 4 districts were established, and 3 periods of political and ecological warning notices were issued to relevant units, indicating 13 problems, all of which have been rectified and implemented.
