  After investigation, the police contacted Wu, the owner of the dog, and notified him to claim the dog home. But Wu said that he had already relocated to the district of Nanquan Subdistrict, and because the dog was old, he abandoned it.

  According to the "Regulations of Shanghai Municipality on the Administration of Dog Raising," Pudong Public Security fined Wu a 500 yuan and revoked the "Dog Raising Registration Certificate" as an administrative penalty for accommodating dogs.
