Carrie Lam said that the epidemic situation in Hong Kong is still severe, with a total of 3850 confirmed cases and 40% of cases with unknown origin. This shows that there are still many invisible patients in the community and the risk of virus transmission is high.

The Hong Kong Government will adopt a three-pronged approach. The first is virus testing. The Department of Health and the Hospital Authority will continue to dominate. Private laboratories will be sought when necessary. An average of more than 13,000 tests can be completed per day in the past seven days.

The second is specific group testing, which is expected to be extended to groups that frequently contact citizens, such as cashiers, postmen, faculty, frontline staff in hotels, etc., as well as issuing test results reports for each participating pregnant woman.

The third is universal testing in the community. All citizens can do it if they want, or millions of citizens are expected to be tested for the virus. It is expected that universal testing will be launched in two weeks.

Lam Cheng Yuet-ngor also said that the epidemic will repeat or break out in winter. In the short term, Hong Kong needs to increase community treatment facilities, namely "square cabin hospitals."
