After the China Consumers Association recently issued a special consumption warning on electric balance bikes, saying that its product attributes are unknown and the risk of improper use is high, Beijing Sunshine Consumer Big Data Research Institute and Consumer Network recently released the "Electric Balance Bike Consumer Opinion Data Analysis ( 2019-2020)" (hereinafter referred to as "Analysis"), once again put the safety of electric balance vehicles in the public eye, alerting consumers to pay attention to this.
The "Analysis" shows that among the 221,684 negative public opinion messages of electric balance vehicles since the second half of 2019, 8211 were related to false publicity issues, accounting for 3.7%; 27,916 were on the road in violation of regulations, accounting for 12.59%; and 18,063 were product quality issues. , Accounting for 8.15%; 147789 safety accident issues, accounting for 66.67%; 14,701 rights protection disputes, accounting for 6.63%; 5,004 other information, accounting for 2.26%.
Chen Yinjiang, deputy secretary-general of the Consumer Law Research Association of the Chinese Law Society, told the reporter of the Rule of Law Daily that the product attributes of electric balance vehicles should be clarified as soon as possible, and all aspects of its design, production, sales, use, and supervision should be incorporated into the track of rule of law. When it reached a T-junction, the boy rode a balance bike along the zebra crossing into the auxiliary road, and the two collided. On April 21, an 8-year-old boy in Jinyun County, Lishui City, Zhejiang Province, had his fingers stuck in a balance car and could not move. Parents who could do nothing to call the 119 call to the fire rescue department for help.
After more than 10 minutes, the firefighters arrived at the scene and found that the three fingers of the boy's right hand were tightly clamped between the wheel and the baffle of the balance bike. After the Beijing Sunshine Consumer Big Data Research Institute conducted a comprehensive statistical analysis of the public opinion data of electric balance vehicles since the second half of 2019, the conclusions reached also proved that electric balance vehicles have major hidden dangers in product quality and safety issues.
"Analysis" shows that from June 20, 2019 to June 19, 2020, a total of 521,867 pieces of public opinion information about electric balance vehicles were monitored. Among them, 104,823 positive information, accounting for 20.09%; 195,360 neutral information, accounting for 37.43%; 221,684 negative information, accounting for 42.48%. Negative public opinion accounted for the largest proportion.
Among the 221,684 negative information about electric balance bikes, 8211 were related to false publicity issues, accounting for 3.7%; 27,916 were on the road illegally, accounting for 12.59%; 18,063 were product quality issues, accounting for 8.15%; and 147,789 were safety accident issues. Public opinion data shows that the negative public opinion regarding safety accidents of electric balance vehicles is the most, followed by negative public opinion on road violations, product quality, rights protection disputes and false publicity.
The reality is that in recent years, injuries or other safety accidents caused by riding electric balance bikes have occurred from time to time, causing widespread public concern.
"The main reason is that the electric balance bike is fast, there is no physical brake system and protection device, and many people are riding illegally on the road. When encountering unexpected situations, it is easy to rush and cause accidents." Beijing Sunshine Consumer Big Data Chen Xuhui, data director of the Institute, said that most of these safety incidents are caused by consumers' improper and safe use.
The negative public opinion on the illegal use of electric balance vehicles on the road ranked second. Public opinion data shows that the electric balance bike is stylish, small in size, and easy to carry. Teenagers and children use it as a recreational sports toy, and many office workers even use it as a "last mile" transportation tool. In the streets and alleys of the city, you can often see people riding by on an electric balance scooter. Because the electric balance bike is fast, has no physical braking system, and completely relies on the rider's center of gravity to achieve acceleration, deceleration and steering, its safety and stability are difficult to control, and it is easy to lose the center of gravity and cause accidents. Therefore, in recent years, safety accidents caused by riding electric balance bikes have shown an obvious upward trend, among which the proportion of injuries to teenagers and children is relatively large.

In particular, many young people illegally ride electric balance bikes on the road, bringing serious hidden dangers to traffic order and life safety. Chen Yinjiang suggested that the product attributes of electric balance vehicles should be clarified as soon as possible. “In view of the fact that electric balance bike products are widely loved and sought after by teenagers and children, illegal riding on the road is very common, and safety accidents are frequent. It is recommended that relevant departments integrate the product characteristics, market demand, safety and security of electric balance bikes as soon as possible. The laws and regulations clarify the product attributes of electric balance vehicles, and incorporate all aspects of its design, production, sales, use, and supervision into the track of the rule of law, respecting market demand and the law of innovation and development, and respecting life safety and legal civilization."
At the same time, improve the relevant laws, regulations and standard systems.
