  What people did not expect was that Ms. Wang encountered a liar. According to the Jiangyan Branch of the Public Security Bureau of Taizhou City, Jiangsu Province (hereinafter referred to as the "Jiangyan Police") that detected the case, the criminal gang has committed more than 1,000 crimes and defrauded more than 6 million yuan. Among them, most of the victims involved were doctors and nurses, and the amount defrauded each was between 5,000 yuan and 10,000 yuan.

Many medical staff continue to call for the country to reform the traditional title review system, free medical staff from the title papers, and let everyone have a better working status.

Businessmen who "issue and write on behalf of" papers target medical staff

  In May last year, Ms. Wang searched the Internet and found many "businessmen" who "written and published papers on behalf of others". Later, she chose one of the "institutions" for a simple consultation and added the WeChat account provided by the other party to establish contact.

  The other party claims that not only can they distribute papers on their behalf, they can even provide writing services based on professional needs, and guarantee that the papers written on their behalf can be published in the journal. The other party also sent some past "successful examples" to Ms. Wang, stating that "the company should cooperate with several journals in depth" and reminded not to worry.

  After the two parties agreed on the price, Ms. Wang first transferred the 3,000 yuan "deposit" to the other party through WeChat, and agreed to write the paper and discuss the publication after confirmation. Three months later, Ms. Wang received the paper as scheduled. The content was related to her topic, but the quality was not high, and it should be difficult to publish under normal circumstances. The other party told her that as long as she pays the manuscript fee, she can publish it in the national journal. Although Ms. Wang was a little suspicious, she turned to the agreed 5,500 yuan. After the transfer, I waited for several months, but no paper was published.

  Ms. Wang kept contacting each other, but no one responded. After realizing that she was deceived, at the end of April this year, Ms. Wang, who was ashamed and annoyed, reported to the Jiangyan police with persuasion from her family.

  After receiving the police, the Jiangyan police inquired in detail about the process of being deceived, and collected and verified evidence such as relevant transfer records. Since then, the anti-fraud center police focused on in-depth research and judgment on the WeChat account of the crime, and identified the suspect as Huang from Zhanjiang, Guangdong. After further investigation, the police determined that the gang headed by Huang had at least more than 10 members and determined that the main dens of the criminal gang were located in Kunming, Yunnan and Zhanjiang, Guangdong.

  On May 12, the Jiangyan police organized more than 20 police forces to go to the two places to arrest them. After repeated investigations, with the support of the local police, 12 criminal suspects including Huang were arrested in one fell swoop and detained at the scene. There are more than one hundred tools used for fraud such as mobile phones and computers.

  According to Sun Qiao, a police officer handling the case of Jiangyan Public Security Bureau, most of the criminals in the criminal gang have junior high school education and only two people have high school education. They do not have the ability to write and distribute professional papers.

  In addition to the online platform advertisement that caused Ms. Wang to be deceived, Sun Qiao said that there are several staff members in the gang who are responsible for offline "business operations." They focused their attention on hospitals everywhere, photographed the address book of medical staff, and compiled it into the company system. After that, other staff in the office fabricated the editorial identity of a certain journal and sent text messages to doctors and nurses one by one, asking if there were any related needs and seeking specific “cooperation”.

The business of "distributing and writing papers on behalf of others" is booming

  "It is a shameful thing to write and publish papers on behalf of others. The quality of the written papers received by many people is poor and cannot be published. After discovering that they have been deceived, they chose to'silence'. The criminal gangs are very clever. This mentality is used to commit fraud." Sun Qiao said.

  After being arrested, the criminal suspect Huang and others truthfully confessed the facts of committing fraud under the guise of "writing and publishing papers on behalf of".

  Two years ago, the "leader" of this gang, Mr. Huang, listened to a friend's introduction and helped people write papers on the Internet. The money came quickly. He could also take orders online, and then send the title of the article to a special "gunner" to write on behalf of him. Earn the difference.

  Huang planned to open his first "company" in Kunming, Yunnan, because he had no formal occupation before. After a period of time, he found that the business was "prosperous," and he simply started a "business" of fraud by "writing and publishing papers". In order to "develop business", he also recruited two younger sisters, fellow villagers and several Guangxi friends to join the team, and opened a second "branch" in Zhanjiang, Guangdong, in an attempt to make more profits.

  The information disclosed by the Public Security Bureau of Taizhou City shows that in order to increase the confusion, the criminal suspect has mastered some "routines" and professional terminology for writing and distributing papers.

  Under normal circumstances, the criminal suspect will charge 5,000 yuan to 9,000 yuan for the "manuscript fee and publication fee" according to the journal level and word count required for the manuscript, and promise to publish in the designated journal within 3 months after receiving the payment . In fact, after receiving the payment, they never submitted an article to the designated journal. If the other party was rushed, they would randomly send the article to some amateur magazines without a journal number to deal with, or simply ignore it.

  In this regard, the Public Security Bureau of Taizhou City reminded that looking for "gunmen" to write and distribute papers on their behalf not only violates academic spirit and professional ethics, but it is also easy to fall into the trap of fraud, and the gains outweigh the gains.

Why is it difficult for medical staff to appraise job titles

  In the evaluation of intermediate and senior professional titles, the papers and academic achievements of applicants are one of the important evaluation indicators. "Now the country has higher and higher requirements for publishing papers.
