Usually, the new arrivals and the returned ministers are gathered on the steps of the Elysée Palace. But this time, it is in the garden that the pictures were taken, at the end of the last Council of Ministers before the summer break. All are separated by a meter of distance, without mask.

A first row including Prime Minister Jean Castex, Barbara Pompili as well as Jean-Yves Le Drian, Bruno Le Maire or even Gérald Darmanin is aligned on the lawn. Behind them three other rows of ministers and secretaries of state are installed on bleachers placed on the grass, with Emmanuel Macron in the second row in the middle of the group, and the large trees of the park as a background.
When leaving the Elysee Palace through the main courtyard, in front of the photoreporters, for the first time all members of the government were masked, as if to set an example while the epidemic remains threatening in France. The Secretary of State for Disabled People Sophie Cluzel wore a transparent mask, knowing that people with hearing difficulties are embarrassed when they cannot read the lips of their interlocutor.
This Council of Ministers, in which all the Secretaries of State exceptionally participated, was the very first full meeting of the new government of Jean Castex. Its constitution was laborious: it took almost three weeks of waiting to choose the secretaries of state, whose names were revealed Sunday evening. The re-entry council has been set for August 25.
