The conformation of the alleged teams of specialists to which the Prime Minister alluded to make health decisions was always a mystery. The Executive assured on successive occasions that it was guided by the criteria of "the experts" and announced that a team of scientists from various areas had designed the de-escalation plans. However, the director of the Center for Health Alerts and Emergencies , Fernando Simón, refused to reveal their identities so that they would not be subject to "pressure" .

The problem is that the concealment of this information is illegal, since both the Transparency Law and the General Health Law oblige the Government to offer all kinds of details about the advisers that help it in its decisions.

In a response to the Transparency Committee, to which a complaint had been filed, the director of Public Health acknowledges "that there is no expert committee in charge of evaluating the health situation of the autonomous communities and that decides the provinces or territories that they can advance in the process of de-escalation of confinement, since the responsibility corresponds to the Minister of Health after his assessment with the different autonomous communities ".

Did the government lie? The spokesperson for Social Policy of the Popular Party, Cuca Gamarra , is clear: "After the constant lie with the official data of deceased provided by the Ministry of Health, which continues to recognize as victims those who could not access a test or the results of which did not come before his death, in addition to having lied to the Spanish about the existence of a committee of experts for de-escalation that they now deny. "

The Government did reveal the identity of the members of a scientific council that had advised it in the design of the de-escalation phases. It was not in any official note or act, but in the footer of a document sent to Brussels. However, this team was not involved in the phase change decisions.
