The Citizen's Climate Convention finds the beginning of concrete translation: before the laws planned for 2021, the government is preparing to announce on Monday the first “regulatory” measures inspired by the proposals of the Convention at the end of the Ecological Defense Council chaired by Emmanuel Macron.

"This 5th meeting of the Ecological Defense Council [at the Elysee Palace] will notably address the first measures resulting from the Citizen's Climate Convention, the fight against the artificialization of soils and the creation of new protected areas," said Sunday the Elysee in a press release.

The 150 citizens of the Convention proposed 149 measures with the aim of reducing France's greenhouse gas emissions, 146 of which were adopted by the Head of State Emmanuel Macron, on a wide variety of subjects, from housing to food, through the artificialization of soils or transport.

"Concrete and ambitious measures"

In a column published on Sunday by Ouest France, Prime Minister Jean Castex defended "a field ecology" based on dialogue at the level of a territory, which he opposes to a "moralizing ecology" , even sectarian ”.

And he promised to follow up the Citizens' Convention on the climate "with concrete and ambitious measures".

"There will be a number of concrete announcements because we want to show that the work that has been done by the Citizens' Convention for months is concrete work that will change people's daily lives", commented on Europe 1 Monday the Minister of Ecological Transition Barbara Pompili.

"We are obviously not going to apply this morning all the regulatory measures that they have proposed to us," she said, adding that the measures that can be passed by decree or order would first be applied.

Limitation to 30 km / h in built-up areas?

Among these measures which can be adopted by decree and which are therefore the fastest to implement could include, according to the JDD , the limitation to 30 km / h in urban areas or the increase in the ecological bonus for vehicles that emit little. of CO2.

“We avoid doing too many things that concern local communities” and “typically, this is a measure that greatly concerns local communities. I believe that nobody would understand, including among our elected officials, that we can take this kind of decisions without having an exchange with them ”, qualified Barbara Pompili about 30 km / h.

These subjects should be discussed on Wednesday during a first meeting between citizens, representatives of local authorities, the minister as well as the Minister of the Economy Bruno Le Maire.

The government should then present a bill for other measures at the end of the summer, "that is to say at the turn of September-October", so that "the text can be considered in session at the beginning of the year 2021 ”, specified Marc Fesneau, Minister Delegate in charge of relations with Parliament and Citizen Participation.

A referendum not excluded

Some of the measures proposed by the convention, such as thermal renovation of housing or the development of clean transport, should be included in the government's recovery plan which will be unveiled on August 24 in the Council of Ministers.

On July 14, Emmanuel Macron said he wanted to “massively redevelop” the rail sector, and “a major energy renovation program”, initially intended for schools and nursing homes.

The President of the Republic also wished to include “as quickly as possible” the fight against global warming in the Constitution, which implies launching a complex revision procedure which could end with a referendum.
