  At 3 o'clock in the morning on July 25, after receiving reports from village cadres and monitoring personnel that the water level rose rapidly, the flood prevention and mitigation headquarters of Baishi Township immediately launched an emergency plan for flood prevention and disaster mitigation, adhered to the principle of "active avoidance", and organized the transfer of party members and cadres Resettle the masses. At the same time, more than 80 people, including rural cadres and geological disaster monitors in Qingpian Township, participated in flood control and disaster relief, and transferred the affected people.

  From the evening of the 24th to the morning of the 25th, 15 households with 27 people in Baishi Township, 9 households with 16 people in Micao Township, 35 households with 140 people and more than 100 tourists in Qingpian Township all moved safely.

  The heavy rain caused power outages in 3,030 households along the Qingpian River. The State Grid Beichuan Power Supply Company urgently initiated a Class D emergency response. As of 12:00 noon on July 25, 1,765 households had been restored to electricity.

  The heavy rain also caused the interruption of roads and communications in Shangwu Village and Chawan Village of Qingpian Township, making two suspension bridges in Baishi Township impassable.
