The Parliament definitively adopted this Thursday, by a final vote of the Senate, a bill LREM allowing employees to "give" leave in the form of vacation vouchers to caregivers, despite reservations from the right and criticism from the left . This allocation will be reserved for staff, including temporary workers and interns, whose income does not exceed three minimum wage.

The beneficiaries must have worked during the period from March 12 to May 10, corresponding to the period of confinement of the population to deal with the coronavirus epidemic. In practice, until October 31, an employee may waive one or more days of leave acquired within a limit set by decree, against payment by his employer of a sum of money to the National Agency for Checks. holidays (ANCV). This agency will then distribute the holiday vouchers to “health, medico-social and home help and support establishments and services”.

A decree will determine the conditions

At the initiative of the Senate, the fund created within the ANCV could also be supplied by a donation of remuneration corresponding to "one or more days of work". A collective company agreement may provide for a contribution from the employer in addition to these payments. A decree will determine the conditions for applying the system to public officials.

The dedicated ANCV account may still be funded "by donations paid by any natural or legal person". "This bill certainly responds to a generous intention, but it does not correspond to the expectations and demands of nursing staff," said rapporteur LR Frédérique Puissat.

A decried measure

The Minister in charge of Integration, Brigitte Klinkert, defended “a form of essential solidarity” towards caregivers. By supporting tourism, the text "kills two birds with one stone", she noted. The proposed law “cannot replace” the reform of the health system initiated by the government, “it is only a plus”, underlined Martin Lévrier (LREM).

The left voted against, Cathy Apourceau-Poly (Communist-majority CRCE) denouncing a “false solidarity”, while Bernard Jomier pointed to a bill “incomplete, vague, complex to implement and very probably promised to failure ". For Véronique Guillotin (RDSE with a radical majority), "it is like a drop in the ocean of needs in the medical world".
