From July 17, Beijing's 2020 points settlement work will be officially launched.
According to the Beijing Development and Reform Commission, more than 12,000 applicants have obtained registration qualifications since the trial of the points settlement policy. In order to make the connection between the old and new policies, from May 13 to June 12, Beijing publicly solicited opinions from the public, and on the basis of research and analysis, carefully revised and improved, forming a new version of the "Administrative Measures" and "Operation Management Rules" .
The new version of the "Administrative Measures" maintains overall stability, and still has 12 clauses, including the principle of goal settlement, qualification conditions, indicator systems, basic processes and legal specifications, and maintains "4 qualification conditions + 2 basic indicators + 7 guidance" The policy framework of “indicators” remains unchanged, mainly adjusting and optimizing the six guiding indicators at the operational level.
According to the Beijing Development and Reform Commission, this round of adjustment mainly targets 6 indicators, including:
1. Education background indicators: The content of points that can only be obtained for those who have obtained a degree or degree has been added, and the rules for deduction of social security and residence points during the school period have been clarified, which further reflects the fair starting point of schooling and employment.
2. Indicators for working and living areas: The scoring period will be adjusted from January 1, 2017 to January 1, 2018, in line with the implementation time of the pilot policy, and it is clear that after January 1, 2018, it will be outside the six districts of Beijing Other administrative districts have their own residences (or work and live), and those who have settled in their own residences after gaining the status of settlement are given points, which strengthens the orientation of the capital's population and functional layout adjustment.
3. Innovation and entrepreneurship indicators: streamlined the bonus points on the applicant's length of service, salary income, etc. At the same time, considering the city's development needs, bonus points will be awarded to national high-tech enterprises or technology-based SME shareholders who have obtained certain equity cash financing . In addition, in the "Operation Management Rules", part of the award content in the innovation and entrepreneurship indicators has been optimized, and the scope of bonus points for vocational skill contest winners has been expanded.
4. Tax payment indicators: streamlined the content of the applicant's investment in Beijing to pay extra points according to the proportion of capital contribution, and further promote the policy guidance of continuous and stable tax payment, and consider the actual situation of the applicant's annual tax amount fluctuating and adjust to apply People have been paying taxes continuously for the past three years. If the personal income tax payment is 100,000 yuan or more per year, 2 points will be added, and the maximum will be 6 points, smoothing the point difference.
5. Age index: Adjusted to graded scores, for those over 45 years old, each additional year (including less than one year old) will lose 4 points.
6. Law-abiding record indicators: The tax-related violations and the law-abiding record indicators are deducted from the administrative detention punishment within a time limit of “nearly 5 years” to avoid being punished for life in case of violation of the law.
According to the Beijing Municipal Human Resources and Social Security Bureau, this year’s point registration application will be officially launched at 8:00 a.m. on July 17th. It will be divided into five categories: application, summary of audit results of the department, query of the audit results, review of the department and ranking of points, publicity, and settlement. Stage, the specific time schedule is: the declaration stage (from July 8th at 8 o'clock to August 15 at 20 o'clock); department audit results summary stage (August 16 to September 4); audit results query stage (September 5 8:00 on the day to 20 on September 12); Department review and point ranking stage (September 13 to October 14); Publicity and settlement process (from October 15).
