Rescue personnel combined with the problems of water disasters, road traffic, terrain of the disaster area, future climate and possible disasters, etc., focus on research and judgment of disasters, and formulate emergency rescue plans. Decided to adopt the mechanized one-way vertical plugging warfare method of “protection of embankment with head wrapped around, embankment of embankment with stone ballast, layer compaction on water, and gas filling with clay filling” to carry out the plugging operation.
