On April 4, the Panlong Branch of the Kunming Public Security Bureau criminally detained four persons including Su Mou for suspected illegal detention. On April 15th, the four persons including Su Mou were submitted to Panlong Prosecution for approval to arrest the suspect.
After review by Panlong prosecutors, Su was approved for arrest on April 17 on suspicion of illegal detention, and the other three were not approved for arrest. On April 22, the Panlong Branch of the Public Security Bureau of Kunming City transferred three criminal suspects, including Sumou, to the Panlong prosecutor for review and prosecution.
After Zhang Zunzun was transferred to the illegal prosecution case for review and prosecution, Su Mou’s defense lawyer submitted to the Panlong prosecutor the “Letter of Understanding”, “Reconciliation Agreement” and transfer certificate of 66,000 yuan reached by both parties on April 29.
