The girl was taken to Beijing Children's Hospital for treatment. Multiple injuries on her body led to the hospital's suspicion that the girl was subjected to domestic violence, and the hospital decisively called the police. The reporter learned from the Mentougou District Procuratorate in Beijing on July 6 that on June 20, after the Mentougou District Procuratorate filed a public prosecution according to law, the court sentenced Jiang to three years in prison and three years of probation for the crime of intentional injury. This is a typical case of the compulsory reporting system against minors handled by the Procuratorate of Mentougou District this year.

　　28-year-old Jiang is an employee of a courier company in Beijing. He and his wife Li Mouyu have a boy 5 years old and a girl 3 years old (victim). Li Mou itself is the third level of intellectual disability, and Li's mother who lives together is the second level of intellectual disability.

　　In the process of handling the case, Jiang said that he usually worked hard to deliver the courier. During the day, taking care of the children and mother-in-law was basically handed over to his wife Li. Due to Li’s intellectual disability, the way to discipline children is always simple and rude. In addition to often yelling at her daughter, she sometimes beats her daughter, which makes Jiang feel angry.

　　"I threatened Li by hurting the child and warned her to treat the child better." Jiang said that he also held a knife on the neck of his daughter and warned Li to change his education.

　　On the day of the incident, Jiang Mou fell his daughter to the ground with his head down, but didn't care. On February 27, her daughter fell into a coma and was taken to a children's hospital. The hospital found that the child had bruises on the face, and there were still many old skin contusions on the back. It was suspected to be caused by domestic violence, so he called the police. Later, the Beijing Xicheng Police transferred the case to the Mentougou District Public Security Bureau for investigation and took compulsory measures against Jiang.

　　In early May, the Mentougou District Public Security Branch transferred the case to the procuratorate for review and prosecution. According to the situation of regular return visits and review, the girl’s injuries have recovered spontaneously, and Jiang has repeatedly pleaded guilty. Considering Jiang’s family difficulties, as a family economic pillar, Jiang’s long-term detention is not conducive to family harmony and other factors. On May 25, the Mentougou District Procuratorate decided to change the compulsory measures to bail pending trial. For education, Jiang and his wife wrote guarantees separately, and promised to treat their daughters with patience and care in the future.

Liu Yuxia, the prosecutor of the First Prosecution Department of the Mentougou District Procuratorate, introduced that China's Criminal Prosecution Law, Minor Protection Law, Anti-Domestic Violence Law, etc. Corresponding provisions have been made for reports of crimes against minors.

　　In May of this year, the Supreme People’s Procuratorate and other 9 departments issued an opinion requesting the establishment of a mandatory reporting system for cases of violations of minors, noting that 9 types of minors have been subjected to illegal violations, and the relevant reporting obligations must report or report immediately. Each department establishes a joint meeting system, clarifies the contact person for mandatory reporting, unblocks communication channels, and strengthens work connection and information sharing.
