It captured the attention of most of the elected officials of the departmental council, at a time when listening often tends to weaken. This Tuesday, the Rennes public prosecutor engaged in an unusual exercise by presenting to the departmental advisers the challenges of the fight against domestic violence in which he is very invested. Appointed in 2019 in Brittany, Philippe Astruc had made this issue his priority. And it is clear that since his arrival, a lot has changed in Ille-et-Vilaine. The proof in figures. “In 2017, the Rennes tribunal de grande instance received 600 complaints for domestic violence. In 2019, we were at 900. And since the beginning of the year, we have already received 600 in six months, ”lists the prosecutor.

Should we conclude that domestic violence is increasing? Or simply that they are more reported? “I cannot answer this question. The #Metoo campaign and the Grenelle have probably freed the floor but we do not know in what proportions, "said the prosecutor, before adding. "I still think we can congratulate ourselves." To support his words, the magistrate released eloquent figures. While the classification rate without follow-up was 40% in 2017, it was evaluated at 24% for the first six months of the year. The number of landfills has jumped at the same time. While 90 people had been presented to a judge at the end of their police custody three years ago, they were 154 in this first half alone.

Better speech collection

For the prosecutor, these figures are proof that "the police, the gendarmerie and the justice system" knew how to "improve their process" to deal with the victims. The establishment of a system called "Spokesperson" goes in this direction. In recent months, people who have received confidences from one or a close victim of violence can alert, without necessarily going through a complaint. The appointment of two social workers in the gendarmerie (ISG) in Rennes and Vitré has also "improved speech collection" in the brigades concerned, according to Isabelle Le Callennec. "But I'm wondering about its funding," added the leader of the opposition group to the departmental council of Ille-et-Vilaine.

In addition to the protection of minors, the departmental body is committed to better educate the secondary school students for whom it is responsible. In the three new establishments recently built in Bréal-sous-Monfort, Laillé and Guipry-Messac, the specifications required taking into account the place of young women in the establishment. “The corridors have been widened, the toilets redesigned. And the playground has been redeveloped, ”explains Armelle Billard, departmental councilor responsible for gender equality. "When you put a soccer field in the middle of the court, you send the wrong signal," concludes the prosecutor.
