Management of a Covid-19 patient by firefighters in Montpellier in March 2020. - Eric Beracassat / SIPA

The words are harsh and the critics scathing. In an internal report released on Saturday by the newspaper  Le Parisien , the national federation of firefighters (FNSP) of France lists the dysfunctions that occurred in the management of the epidemic of coronavirus. Regional health agencies, Samu and administrations are particularly targeted in this document.

The FNSP believes that "this crisis was mainly that of communication leadership" and that it led to the incomprehension of "field workers, firefighters but also general practitioners", writes the daily. The president of the Federation, contacted by the newspaper, also deplores the "underemployment" and "the lack of consideration of the operational capacities" of firefighters at the height of the health crisis.

Red tape

Pointed out in the document, the Regional Health Agencies (ARS) are qualified as "administration of accounting and financial management of the health system" and considered "not at all prepared for the management of emergency situations. They seemed to be monopolized by the management of the number of places in hospital intensive care and by the statistical feedback ”.

The FNSP is also tough on evacuation operations organized by TGV to unclog certain areas saturated by the cases of Covid-19. The firefighters thus questioned: "Was it effective to make victims walk hundreds of kilometers when there was often room in the clinic opposite? "

According to the federation, the prefects were the great forgotten of this epidemic, "relegated to the background because of an absence of dialogue with regional health agencies". Finally, in their feedback (Retex), the firefighters blame the Samu and the use of the number 15 qualified as "information number" rather than "emergency number".
