  The Hong Kong National Security Council is chaired by the Chief Executive of the Special Administrative Region, Lin Zheng Yue'e. The members include the Chief Secretary for Administration Zhang Jianzong, the Financial Secretary Chen Maobo, the Secretary for Justice Zheng Ruohua, the Secretary for Security Li Jiachao, the Director of Police Deng Bingqiang, the Deputy Director (National Security ) Liu Cihui, Director of the Immigration Department Jiahong Hong, Customs Commissioner Deng Yihai and Director of the Chief Executive’s Office Chen Guoji. Chen Guoji also served as Secretary General of the Hong Kong National Security Council.

  The National Security Council of Hong Kong has established a national security adviser in accordance with Article 15 of the National Security Law of Hong Kong. Luo Huining, appointed by the Central People’s Government, will serve as the chairman and will attend the Hong Kong National Security Council meeting. The duties of the National Security Council of Hong Kong are: (1) To analyze and judge the situation of safeguarding the national security of the Hong Kong Special Administrative Region, to plan relevant work, to formulate policies for safeguarding the national security of the Hong Kong Special Administrative Region; (2) to promote the legal system and enforcement mechanism of the Hong Kong Special Administrative Region to safeguard the national security Construction; (3) Coordinate the key work and major actions of the Hong Kong Special Administrative Region to maintain national security.

  Regarding Liu Cihui's appointment, Lin Zhengyue said: "Liu Cihui has served in the police force for 35 years and has demonstrated excellent leadership skills, professional ability and perseverance. I am convinced that she can perform historical duties and leadership at this critical moment. The National Security Division of the Police Service bears the heavy responsibility of maintaining national security."

  The spokesman also announced that in accordance with the provisions of Article 18 of the National Security Law of Hong Kong, the special prosecution section set up by the Department of Justice for national security crimes was formally established. The first batch of prosecutors in the Prosecution Division has been appointed by the Secretary for Justice with the consent of the Hong Kong National Security Council; the person in charge of the Prosecution Division will make an appointment later.

  The Chief Executive of the Hong Kong Special Administrative Region has also appointed six magistrates from the current magistrates as the designated judges after consulting the Chief Judge of the Hong Kong National Security Council and the Court of Final Appeal in accordance with Article 44, paragraph 1, of the Hong Kong National Security Law.
