The Zhenjiang Municipal Public Security Bureau Marine Police Detachment set up a special task force to carry out analysis, judgment and investigation visits with the water administration, maritime affairs, and fishery administrations, and initially grasped an illegal sand mining gang led by "Weekly Five" at No. 115-119 on the Yangtze River. The task force followed the line and digged deeper into it. The police handling the case went to Anhui, Zhejiang, Shanxi and other places to carry out investigation and evidence collection and arrest work, and gradually clarified the number of people involved in illegal sand mining, ships, and river sand transactions and other details. An illegal sand mining group with Zhou Minjiang and other four people as the core, which integrates pirated mining, transportation and sales, and even has someone in charge of Wangfeng and "top bag" surfaced.

After preliminary investigation, the gang stolen river sand during the day and night in the Jiangsu and Anhui sections of the Yangtze River Basin, and committed a total of more than 300 crimes, stolen more than 1 million tons of river sand, and the value of the case exceeded 20 million yuan. The police detained 7 sand mining vessels, 20 transport vessels, 3 Wangfeng speed boats and 1 vehicle involved in the case.
