Before leaving his post, the Defender of Rights wished to remind the French that this institution was at their service. This independent authority with very broad powers, which Jacques Toubon took control of in 2014, handled 103,000 cases last year.

Satisfied in 70 to 80% of cases

Of the approximately 400,000 complaints dealt with in six years under his direction, the institution obtained satisfaction in "70 to 80%" of the cases, he recalled. The former minister of Jacques Chirac regularly intervened to denounce the decline in public services, to severely criticize the management of migrant camps, the unwelcome reception of foreign minors, facial checks or the transcription of part of the state of urgency in the law after the wave of attacks which affected France.

He could be replaced by the president of ATD-Fourth World, Claire Hédon, whose appointment by the Elysée must be validated by the Parliament. He hopes that in the future there will be an improvement in the “investigative power” of the Defender to enable him to investigate without having to ask for the authorization of a judge in cases where a preliminary investigation or judicial information is open.
