  According to the official micro-news from the Information Office of the Mianning County Government, from June 18, 2020 to 1:00 on the 27th, 2020, the northern region of Mianning County suddenly fell to heavy rains, causing townships (streets) including Yihai Town, Gaoyang Street, etc. 2100 households and more than 9880 people were affected. As of 23:00 on June 30, a total of 1,778 households and 5,660 people were resettled in the centralized resettlement sites in Yihai Town and Gaoyang Street.

  Yihai Town, where Dabaozi Village is located, is one of the most severely affected areas. After a short period of heavy rainfall, a huge torrential flood occurred in Yihai Town, causing river diversion and flooding. As of 23:00 on June 30, 5 people had lost contact and 12 people were killed in Yihai Town.

  After the flood, Yihai Town set up two centralized resettlement sites, set up 359 tents, distributed 1020 fold-out beds, 3410 beds of quilts, 2100 sets of adult winter clothes, and 3,000 living supplies. In addition, the staff of the disease control department kills the tents of the resettlement site three times a day, and there are medical staff on duty 24 hours at the resettlement site.

  Heavy rain

  Dabaozi Village is located about 14 kilometers south of Yihai Town. The village is surrounded by mountains to the north and east, 108 National Road to the west, and Da Mawu Village to the south. There is a river called Cao Gu River between the two villages.

  This small village with more than 650 households and more than 2,800 people is all Yi villagers. The main road of the village is almost parallel to the Caogu River, and most houses are built along the main road, about 200 meters away from the north bank of the Caogu River. Between the house and the Caogu River is a large area of ​​farmland with corn, potatoes and other crops.

  Ji Kewuniu in his 30s is a village cadre and the first person in the village to realize the danger. At more than 7pm on June 26th, he received news on WeChat that the town notified that there was a heavy rain that night, and asked the villages to strengthen the safety investigation of geological disaster sites and related parties.

  When I received the news, the rain had already started and the village had no electricity. Jike Wuniu informed other cadres in the village by telephone, allowing everyone to observe the situation of Cao Guhe in different locations, but no one found anything abnormal.

  Ji Kewu Niu also set off from his home and drove onto the 108 National Highway. He wanted to observe the water level of the Caogu River from a bridge on the National Highway. But the rain was too heavy and the village had a power outage, and nothing could be seen clearly. He had to park his car in the middle of the bridge, facing the upper stream of the river, and illuminate the Cao Gu River with headlights. At that time, the water level had not risen significantly, and the river bed was still bare.

He called the village committee director of Damawu Village across the river. The other party had just received a call from the upstream rainfall detection point, saying that the early warning alarm had sounded.

  After receiving the news, Ji Kewu Niu began to arrange the evacuation of the villagers in Dabaozi Village. Village cadres and team leaders of various villages took electric alarms and struck gongs, and went from house to house to notify the original government of Caogu Township (in November 2019, the original Caogu Township, the original Tuowu Township, and the original Yihai Township merged For the current Yihai Town) nearby.   Jake Wuniu remembered that the last time he encountered such heavy rain was 16 years ago. At that time, the Caogu River flooded out, and the village blocked it with something.

  But this time the situation is much more serious. So far, two people have been killed in the flood in Dabaozi Village. "I asked the family's neighbors at the time and said that they had evacuated and no one was at home. So it is unclear how they were killed." Jike Wuniu said.

  Crops were washed away, houses were destroyed

  The flood that struck Dabaozi Village came from the mountain east of the village. There are three small streams on the mountain east of the village. The streams converge at the bottom of the mountain and flow into the Caogu River together.

  According to Anga Yibo, the director of the village of Damawu Village on the south bank of the Caogu River, when it is not raining, the Caogu River is very shallow and people can go directly to it. However, after the heavy rain on the evening of June 26, the flood carried rocks down the mountain, rushed out of the original Caogu River channel, poured into the cropland beside the channel, and destroyed the roads and houses of the villagers in Dabaozi Village.

  On the afternoon of June 30, a reporter from the Beijing News saw in Dabaozi Village that the riverbed on the north bank of the Caogu River was composed of soil and stones. The riverbed was covered with stones and sand washed down from the mountains. The crops were washed away by the flood. Only half of the corn stalks can be seen occasionally in the sand. Ji Kewuniu said that because of the river diversion, the soil in the farmland was destroyed, "these land may not be able to grow crops in the future."

  On the south side of the Caogu River, on the side of Damau Village, the river bed is a cement embankment, about 5 meters high. In the fields outside the river bed, crops such as corn have not been affected much. Anga Yipo said that the cement embankment in Damawu Village was repaired in March 2020. The embankment was built to protect the crops behind.

  Ji Kewuniu said that because Dabaozi Village is slightly higher than Damao Village, no cement embankment was built on the side of Dabaozi Village.

  In Dabaozi Village, many houses were affected by floods: some houses had one or two walls missing; some houses had no roof; some houses had three walls completely destroyed, leaving only a red iron door standing beside the road There is a small brick wall less than half a meter long next to the iron gate.

  Ajuan's house is on the east side of Dabaozi Village. The main house originally had three rooms. The outer walls were made of cement bricks. Between the houses was a partition made of wooden boards. Nowadays, the wooden beams have been broken by the flood, the roof has been lifted by half, and the back wall of the main house has disappeared. Many cement bricks washed down by water were scattered on the nearby road.

  A Juan said that the day after the flood, she and her family returned to the yard to pack things, except for a few clothes, most of the items were gone.

  On the afternoon of June 30, A Juan pulled up a clothesline in the muddy yard and put the dark blue robe covered with yellow mud. In the corner of the yard, pink sheets, light purple quilts and messy tree roots were piled together, and Ajuan was going to clean them.

  Place tents to kill 3 times a day

  According to Ji Kewuniu, on the night of the heavy rain on June 26, the villagers evacuated to the original township government of Caogu Township and spent the night in the office. On the morning of the 27th, the disaster relief personnel of Mianning County Civil Affairs Bureau, County Public Security Bureau, County Transportation Bureau, and County Disease Control Center all arrived and set up temporary tents on the cement road in front of the original Caogu Township Government.

  According to the official micro news of the Mianning County Government Information Office, as of 17:00 on June 29, Yihai Town set up 2 centralized resettlement sites, built 359 tents, distributed 820 folding beds, 560 moisture-proof mats, and 40 high-pressure boards. There are 3120 beds of quilts, 2100 sets of adult winter clothes, and 4 pieces of colored cloth strips.

  On June 30, a reporter from the Beijing News saw at the original temporary settlement site of the Caogu Township Government that there were more than 90 blue resettlement tents on the 200-meter-long street of the treaty.
