But the Ministry of Education has planned several devices with the aim of helping "a million pupils" to catch up during the summer - the holidays start next Friday - the accumulated delay. With an envelope of 200 million euros to finance these "learning holidays", as Jean-Michel Blanquer calls them. 20 Minutes takes stock.

Learning summer camps

The government will help finance 250,000 departures from learning summer camps, including 200,000 places reserved for young people from priority areas of the city. “Almost one in four students do not go on vacation each summer. We want to make sure that more of them can, ”insisted Jean-Michel Blanquer, during a press conference on June 6. These children will be able to leave for free or at a nominal cost.

These summer camps, intended for 3-17 year-olds, are offered from July 4 to August 31, 2020 for a minimum duration of 5 working days. They will also benefit the children of personnel “essential to the management of the health crisis”, those “having dropped out of distance education due to lack of Internet equipment”, those “coming from single-parent families or in difficult socio-economic situation Explains the ministry. They will have “fun and educational content. There will, for example, be activities around digital, in English… ”, said the Minister.

Nearly 1,000 stays are already online on this platform. They are classified according to five themes (sports, arts and culture, sustainable development, foreign languages, science and digital) and by department. If your child is one of the priority audiences, registration is carried out by the community. In this case, contact the youth service of your municipality. If your child is not one of the priority audiences but you would like to enroll him, know that it is possible. It's up to you to book the stay directly on the platform. If you have CAF vouchers or holiday vouchers, you can use them to finance the stay.

Open establishments

The first 15 days of July and the last 15 days of August, 2,500 schools, from primary to high school, will remain open in cities and rural areas. They will provide tutoring in the morning to 400,000 students, who will also benefit from artistic, sporting and cultural activities in the afternoon. A device already existed in previous years, but it only affected 70,000 students. For these "open schools", previously limited to the priority districts of the city, "we will need 25,000" teachers, "or five times more than today," said Jean-Michel Blanquer.

In addition, professional high schools will remain open for certain audiences: students who have not obtained their professional diploma in the June 2020 examination session and for whom the deliberation jury offers a presentation in the September 2020 session, those wishing discover a new professional path within the framework of a reorientation project, or those who need to strengthen their skills before the start of the school year. "It is generally the teachers who encourage the students who need it to enroll in this system," explains the ministry to 20 Minutes .

The open truancy school

Some 50,000 young people under the age of 17 are also called upon to do “open truancy” this summer. “These will be stays in small groups in rural areas or in coastal areas, often in the same region as that of the students. They will set off to explore nature and local heritage, ”says Jean-Michel Blanquer. This open truancy school will sometimes take the form of mini-camps under the tent with its assistant school.

Learning centers

Educational game and school re-mobilization for students who drop out will also be on the program of airy learning centers, which could accommodate 300,000 children, according to Gabriel Attal, Secretary of State to the Minister of National Education and Youth. The government promises exceptional one-off aid of 30 million euros "to local authorities", to facilitate the opening of leisure centers, to increase their reception capacities or to reinforce educational content. These leisure centers will also have online learning paths offered by the Cned for levels ranging from primary to high school.

Why are these devices not unanimous?

The fact of making students floor in the summer gives rise to debates. “Holiday homework contributes to accentuate inequalities. In addition, after a difficult confinement, the children need a resting vacation, not learning. Finally, it is up to the school to catch up on the academic delay taken by the students, not to associations or leisure centers, ”said Francette Popineau, co-secretary general and spokesperson for SNUipp-Fsu at 20 Minutes . It was also not easy to find enough teachers' volunteers to supervise the open schools system, she said.

Furthermore, convincing the students who are most in difficulty to participate in such schemes, especially in the summer, is a challenge. And some parents may also be reluctant to put their children back in the community while the coronavirus is still circulating.
