From Lorient to Nancy, from Toulon to Mont-de-Marsan, dozens of rallies are planned throughout France on Tuesday. A few days before the end of the “Ségur de la santé”, hospital staff are going back to the streets to get more than the 6.3 billion already put on the table by the government.

After the success of their mobilization on June 16 (from 100,000 to 180,000 demonstrators according to sources), the unions and hospital collectives want to beat the iron while it is hot. In Paris, the procession will start at 2 p.m. from the old military hospital of Val-de-Grâce (5th arrondissement), in the direction of the Ministry of Health (7th).

A final meeting on Friday

The stated objective is to "weigh on political decisions", warned Mireille Stivala during a press conference on Monday. The secretary general of CGT-Santé says she is ready to "continue to mobilize until we have succeeded in bending the government" on the demands. But time is running out because the "Health Ségur" is coming to an end. This vast consultation, launched on May 25 to concretize the “massive investment and upgrading plan” promised by Emmanuel Macron, will indeed end on Friday, with a final meeting under the aegis of the former CFDT leader, Nicole Notat.

The head of state could then announce his arbitration himself next week, in particular on the much anticipated salary increases. His Minister Olivier Véran has already put on the table 6 billion euros for non-medical personnel, to be divided between a general increase, a redesign of premiums and targeted increases in certain professions (nurses, nursing assistants, radio manipulators, etc.) .

"Far from the mark"

An extension of 300 million euros was also proposed Monday for hospital practitioners, with measures targeted at the start and end of career, on certain bonuses and overtime, immediately rejected by medical unions citing a "huge disillusionment "

"We are very, very far from the account," said the secretary general of SUD-Santé, Jean-Marc Devauchelle, who is asking no less than 14 billion to increase by 300 euros net all pay slips in the sector. His counterpart of Force Ouvrière, Didier Birig, figures the measure rather at 7 billion and considers that "the ball is in the court of the ministry". With this warning: "If the answer is not up to expectations, there will be consequences".

A "gap" between words and deeds

"We very clearly fear a flight of personnel if there is not a shock of attractiveness", specifies the emergency physician Christian Prudhomme (Amuf), who awaits "a strong gesture on the part of the government, both on increasing wages, hiring and stopping bed closures ”. Disappointed by previous executive plans, which did not stem a social movement started in spring 2019, the unions first see the gap “between what has been said for months on the need to upgrade the nursing staff , to review the funding of the public hospital, and the reality of the announcements made today, "explains Mireille Stivala.

She underlines in passing that "the question of recruiting staff (is) not addressed in the context of Ségur" and considers that "it is a big problem". The government, on the other hand, intends to free up resources for investment, in addition to the already scheduled recovery of a third of hospital debt by the Safely. It remains to know the amount of this budget envelope.

"The impatience of caregivers (...) is very strong, I share it, I am at least as impatient as them," said Olivier Véran in an interview with Le Monde on Friday. The Minister knows, however, that "who says negotiation says a bit of exchange and healthy pressure from both sides, this is completely normal".
