The Ministry of Internal Affairs and Communications' Council of Experts is reviewing the "Provider Liability Limitation Law" mechanism, which enables SNS operators to request information disclosure of anonymously posted information by people who have been hurt or defamed online.

At the meeting on the 25th, it is often the case that SNS operators and others are tried to disclose information, so the Ministry of Internal Affairs and Communications proposes the introduction of a new court procedure, assuming that the victims will be burdened with time and money under the current system. did.

Specifically, instead of initiating a formal trial, the aim is to establish a mechanism whereby the court can judge whether disclosure of information is appropriate based on the request from the victim and order the disclosure to the business operator.

On the other hand, although there were comments from the committee members, there were also opinions that the disclosure of the poster's information could hinder the freedom of expression.

The Minister of Internal Affairs and Communications Takaichi, who attended the meeting, said, "I want you to deepen the legal debate, focusing on how quickly you can rescue the victim from the mean acts of slander."

The experts meeting is also considering adding a phone number to the information to be disclosed in order to make it easier to identify the contributor, and plans to hold an interim report next month.
