[Commentary] Recently, a news that a couple in Shanghai moved to give up the house to 66 cats has caused heated discussions on the Internet. Why keep a cat? Where did the cat come from? How to avoid disturbing the people? With these questions, in the afternoon of June 10, a reporter from China News Agency visited Shanghai Hongqiao Airport Village.

The reporter learned at the scene that Shanghai Hongqiao Airport Xincun is an old-fashioned community with a six-story, one-ladder, four-family structure, denser living, and poorer sound insulation. "Cat House" is located on the third floor of one of the buildings, and many neighbors expressed dissatisfaction with the cat's smell and cry.

[Same period] (Shanghai public Yu Apo) Sometimes the sound is loud, and the cats can hear it below, all can be heard, and they can also bark in the middle of the night.

(Shanghai people Zhu Apo) The impact is that the smell smell has an impact, the other is okay. (We) dare not open the window, it smells bad when we open the window, we (clothes) are all exposed to the inside, not outside. I knew that they had cats, and we didn't come here to live.

(Old Man Lu from Shanghai) This place is a residential area, not a zoo. You must have so many cats to affect everyone.

[Commentary] Neighbors denied the rumors that netizens are hotly discussing the "cat house" hostess as a cat dealer.

[Same period] (Shanghai citizen Yu Apo) I moved in in 2006, there are many cats (only), I only know there are cats on it, there was an older (cat-raising), her mother.

(People in Shanghai) She has been raised for a long time. She was first raised by her mother. After the mother died, her daughter took over. They all loved and kept raising. This house is vacant, and she has a house elsewhere. This house is dedicated to cats. If the house is rented, and there are still four or five thousand yuan a month in income, she is not rare with this money, she likes to raise cats. She not only keeps cats, but also (to) stray cats outside (she) is also caring and buys milk and cat food for them to eat.

[Commentary] The reporter followed the residents of the community to the "cat house" on the third floor. I saw the door closed tightly. No matter how I knocked on the door, no cats were heard, and there was no obvious smell in the corridor. The reporter then inspected from the window for about half an hour, and saw no signs of cats walking around.

Cao Xinli, secretary of the party branch of the new village in Hongqiao Airport, told reporters that this “cat house” has been the hottest issue for the first time, and 2015 was the peak period for cat population.

[Same period] (Cao Xinli, Secretary of Party Branch of Hongqiao Airport New Village Residential Area) The number of cats in the house was the peak in 2015, when there were 66 cats. (At that time), under our persuasion, we also got some approval from (the other party). At that time, all cats were sterilized. (Agree) No new stray cats came to this room. Well, after a few years like this, there are actually 13 cats in the house, and the youngest stray cat is 12 years old. On the one hand, we also hope that with the natural laws of cats, there are fewer and fewer cats in this room, and eventually this problem can be solved. The disinfection station on our streets will also regularly kill the vectors on the corridors to solve the vectors that may breed in the corridors.

[Explanation] However, from the current actual situation, the owner of the "cat house" does not seem to be able to fully understand the neighbors next door. In this regard, the relevant person in charge of the local street said that he will continue to communicate with the cat owners and take corresponding measures to minimize the impact on the surrounding residents.

Cao Xinli pointed out that the treatment of stray cats in the community is not a problem encountered by a community in the new village of Hongqiao Airport. It is expected that relevant laws and regulations will be introduced as soon as possible.

Yinwen, a lawyer from Deheng Shanghai Law Firm, said that the disputes arising from cat raising have no relevant regulations in China. However, with the increasing legal relations, I believe that the laws and regulations will be more perfect and reasonable.

[Same period] (Deheng Shanghai Law Office Lawyer Silver Text) In the Public Security Penalty Law, it is mentioned that raising animals interferes with the normal life of others, and shall be warned, and a fine of 200 to 500 yuan (RMB) shall be imposed if it is not corrected. At the same time, it is also clarified in the General Principles of Civil Law that all neighbors of real estate should deal with neighboring relations on the basis of the principles of convenience of life, solidarity and mutual assistance, fairness and reasonableness. But this kind of dispute is actually more of a mediation on the moral level than mediation by law. However, with the increasing number of legal relations, we also believe that laws and regulations will be more perfect and more reasonable.
