"Faced with the difficulty of respecting health recommendations for very young children, the city of Marseille wanted to postpone the start of the school year for very small and small nursery school sections in September. "

Faced with this judicial decision, the Marseilles town hall announces “to apply the decision of the administrative court concerning the opening of classes for very small and small kindergarten sections. However, the three-day period to apply the order is technically impractical in the face of the strict health regulations to be implemented ”. And the city is also appealing the decision.

"No more piloting"

For Séverine Gil, it is unfortunate to have to come to court to be heard. “Faced with this municipality unable to communicate, the parents had no choice but to go to court. This was already the case for the establishment of extra-curricular activity times (TAP). The town hall is unable to take action and to fulfill its role as a public service. The only way for parents to arrest them is to go to court. There is no longer any piloting, the city is sailing by sight, ”she laments.

According to her, the non-reopening of schools for small nursery school sections is a direct consequence of the communication campaign on the reopening of schools on May 11. “When they communicated about the opening of all the schools, we were very surprised. We said to ourselves "well they suddenly become good". The start of the school year went fairly well, only about fifteen schools were unable to reopen. But there was a cool kiss effect, the town hall put everything on the reopening of certain levels on May 11, and got naked for the rest. They knew full well that they couldn't ensure the opening of other levels, but they went there anyway, ”she considers.

Lack of staff and binding protocol

Adèle is a teacher in a nursery school in Marseille; of the eight classrooms, only four were able to reopen. “We do not have enough municipal officials available to comply with the health protocol by opening eight classes. At first, we only had two, agents have returned and we currently have four open. This allows us to welcome 32 students. They are essentially priority children because children of caregivers, of police force. For the others, we are already obliged to welcome them in rotation, ”she explains.

Lack of staff on the one hand, very restrictive sanitary procedures on the other. “Every time a child goes to the bathroom, we have to wash their hands, then wash the tap, then clean the toilet, let them wash their hands, and we wash the tap again. The agents do just that with their day, ”says Adèle.

"Other levels will suffer"

Faced with this double constraint, the town hall recognizes this: "if we welcome children from small sections, then we will have to distribute the municipal staff and other levels will suffer". According to our information, no child from the small nursery school section had been admitted to class on Tuesday despite the court decision. And teachers, like parents, have little hope. “This creates an annoyance in the parents, we are used to the D system in Marseille. If we had been told that it would be complicated from the start, we would not have had false hopes. There, everyone is completely disillusioned. It is already too late anyway, it is a monster bazaar to organize and the elections take place on June 28, we will have to clean all the schools, ”regrets Séverine Gil.

"The worst part of all of this is that I surely couldn't say goodbye to my little ones," says Angèle. I stayed in touch with each parent during confinement, to congratulate them on the job accomplished, to continue to motivate them.
