The Beijing News reporter learned that Chai Changan was famous for leading the public to attack the Land and Resources Bureau, court insulting judges, scolding township cadres in the party secretary office of the town, and chasing traffic police.

From tricycle driver to big garden owner

Around 2000, Chai Chang'an also entered the business. Zhang Jianguo, who helped Chai Changan harvest the seedlings, told the Beijing News reporter that in his impression, Chai Changan spoke dirty words and owed wages. Putting usury loans to the project to use the moon cake to offset
In December 2010, Chai Changan established Henan Dongsheng Xinglong Real Estate Co., Ltd. (Dongsheng Real Estate for short), began to get involved in real estate, and developed the Oriental Venice Community in Yanling New District.
The community started construction in 2013, but one year later the media exposed the problem of arrears in the wages of migrant workers. On December 6, 2014, migrant workers from the construction company, Henan Huaan Construction Group Co., Ltd. (Hua'an Company for short) went to the sales department of Venice to discuss their salaries. The final solution was that Chai Changan offered to loan usury to him and use usury to cover the project. As a last resort, Huang Shouzhong accepted this method. The legal affairs of Zhongzhou Wanji also confirmed this to the reporter of the Beijing News. He revealed that at the time of project acceptance, Dongsheng Real Estate also drove the construction workers out of the site and seized equipment and steel materials. Not only did he pay off the loan in the form of loan sharks, Chai Changan even used liquor, moon cakes, and cosmetics to pay off.
A cement supplier recalled that he was transporting cement for Chai Changan. Chai Changan instructed his men to propose to use Baijiu as an offset. "The market price is 270 yuan for a box of liquor, and the debt is 2,000 yuan." The supplier said he was selling The building department spent only one day and could only agree. There were nearly 20 people who suffered the same thing, and the debt was over 500,000 yuan.
The first-instance verdict shows that at the end of 2012, Song Zhengjian, the contractor of the Oriental Venice Community, repeatedly asked Chai Changan for the project payment. A reporter from the Beijing News found that in addition to this matter, Chai Changan had also deducted nearly 700,000 yuan from the project for 300 jin mooncakes, 318 cases of liquor, and 45 pieces of cosmetics.
In January 2014, Song Zhengjian used his mobile phone to send a report text message to Xuchang city government officials because he continued to be in arrears with the project payment. Soon after the message was sent, he was called by the staff of Chai Changan to the sales department. Every effort to beat people and lead others to encircle the Land and Resources Bureau
Although it seems to be gentle, many interviewees who had a relationship with Chai Changan thought that Chai Changan had a fiery temper, and he frequently hit people.
The Beijing News reporter sorted out the verdict and showed that from 2010 to 2018, Chai Changan and his members were involved in 17 cases of provocation and riots, and each one was beaten.
In October 2013, on the flight from Urumqi to Zhengzhou, Chai Changan did not take the seat as required. When the flight safety officer dissuaded, he was beaten and abused by Chai Changan and his staff, resulting in a sacral fracture of the safety officer and the suspension of the flight.
In December 2017, at the entrance of the Oriental Venice community he developed, Chai Changan beat a female owner on the spot because of a parking dispute. During the police's arrival at the scene, Chai Changan continued to beat the female owner.
A staff member who participated in the beating of the female owner confessed that after being taken to the police station, Chai Changan stayed for two hours and left, which made his people feel that it was fine to follow Chai Changan.
Even township cadres have not been spared. In August 2016, during the meeting held by the Chenhuadian Town Government in Yanling County, Chai Changan broke into the venue and insulted and beaten the director of the town government office, causing bad influence.
Chai Changan also beat the township cadres in the office of the party secretary of the town. According to the judgment of the first instance, in January 2018, in the office of the Party Secretary of Chenhuadian Town, Yanling County, Chai Changan abused and assaulted Wei Changqing, a cadre of Chenhuadian Town and the secretary of the community branch of Chenhuadian, on the grounds of err, and then Bring Wei Changqing and the community director to the garden for insults.

The incident of blocking the door of the Bureau of Land and Resources happened twice in 2013. One of them was because Chai Changan ’s driver was discouraged from parking by the staff of the Land and Resources Bureau. Chai Changan let the driver block the car at the door for half an hour.
Even in the court, Chai Changan dared to insult the judge and the lawyer of the other party.
The aforementioned legal affairs of the Huaan Company told the Beijing News reporter that in 2016, Huaan Company sued Dongsheng Real Estate for money collection. The reporter of the Beijing News found that from 2008 to 2016, Chai Changan and his men registered more than 20 companies, involving many industries such as gardens, horse farms, and real estate. However, of the five greening companies that it actually controls, only one has actual business, and the others are all shell companies, which are used to handle bank loans and lending.
According to the Xuchang police report, on December 30, 2015, members of the Chai Changan gang fabricated a sales and purchase contract in the name of a landscaping company, forged balance sheets, profit statements, and cash flows, and defrauded a Henan agricultural and commercial bank of 25.9 million yuan in loans. Chai Development, a member of the same village, was registered as the legal representative and shareholder by Chai Changan using identity information. Planting seedlings by stealing during the relocation to get 10 million yuan in compensation
