Artists and other employees in the cultural sector are not spared the consequences of the coronavirus pandemic and containment measures on their activities. To help them, a support plan in the amount of 15 million euros has been adopted by the City of Paris, announced Tuesday its Deputy Culture, Christophe Girard.

This support for cultural associations, theaters, festivals and various museums aims to "avoid any slowdown, so that the actors do not falter, and so that they are able to take additional initiatives: this makes it possible to wake up everyone", added the assistant. Mayor Anne Hidalgo proposed this plan on Monday to the Council of Paris which voted unanimously, he said.

Support for poorly subsidized actors

The City Council provides aid of 12 million euros for cultural actors whom it regularly supports and who find themselves in difficulty. It will be granted on an exceptional basis, in particular "as a function of the fulfillment of their commitments vis-à-vis the artistic and technical teams".

To support private or poorly subsidized cultural players, the City has also defined a strategy with the Ministry of Culture which will allow the establishment of one-stop shops for those concerned. It will add up to 500,000 euros to the emergency fund entrusted to the National Music Center (CNM), and 700,000 euros to the emergency fund for live performances (theater, street arts, circus, etc.) entrusted to the 'Association of support to private theaters (ASTP), and 50,000 euros the emergency solidarity fund of the Society of Dramatic Authors and Composers (SACD).

Around 1.5 million euros for independent cinemas

Specific aid will be allocated to the cinema sector up to 1,450,000 euros, in particular for independent cinemas and the creation of short films.

An envelope of 500,000 euros will be dedicated to project aid for "an August month of culture" which will be organized in Paris and which will allow direct support to artists and artistic teams. "We thought that many Parisians and Ile-de-France residents would have stayed in August, and we wanted to offer them particularly fruitful help," explained Christophe. Girard. This event will be organized in association with communities in Greater Paris and the Off Avignon festival.

Rent exemption for six months

In addition, an exceptional acquisition budget from the Contemporary Art Fund-Paris Collections will support visual artists.

The City, which had suspended from the start of containment the fees and rents of associations and cultural operators, as well as artists' studios, announced on Tuesday the final exemption for a period of six months.

The City Council is committed to paying all the subsidies granted in the first quarter, even in the absence of "service done".
