Frédérique Vidal promised before the Assembly that there would be no increase in university registration fees at the start of the 2020 academic year - Jacques Witt / SIPA

If in normal times a decree provides that university registration fees are indexed to inflation, this fall will be an exception. The Minister of Higher Education and Research Frédérique Vidal assured Tuesday during a hearing before the Committee on Cultural Affairs and Education at the National Assembly that the government was going to "derogate" from this decree.

"We are going to depart from this rule and ensure that there is no increase in tuition fees for students," said the minister, noting that the government "is working more broadly to make others proposals to support this start of the school year ”.

An increase that would have been around 1.2%

This indexing "would have corresponded to an increase of approximately 1.2% in registration fees", according to Bruno Studer, MP for Bas-Rhin and chairman of the commission. “The majority are fully aware that the Covid-19 health crisis is strengthening the precariousness of the student public, who already numbers 20% of young people living below the poverty line. This new increase in compulsory student spending, while neither the APL nor the scholarships are indexed to inflation, would have contributed to make these students more precarious, "he said in a press release.

Monday, the student union Unef had denounced in a press release this increase, requesting its removal. “In the midst of a health and social crisis, the government has decided to increase the registration fees for all public higher education courses, thus applying its decree of April 19, 2019. This increase, in total offset from the current situation of country, reinforce the selection at the entrance of our establishments, ”he wrote. This measure "is far from anecdotal since it only reinforces the already very precariousness of students and contributes to strengthening selection by money," he added.
