Starting this summer, employees of small and medium-sized businesses will have access to holiday vouchers, Secretary of State Gabriel Attal announced on Thursday. A measure that involves a reform of the National Agency for holiday vouchers.

“Today, 4 million employees are beneficiaries of this system financed by companies. By making the regulatory framework more flexible, we hope to double the number, ”said Gabriel Attal to the newspaper Le Monde , on the sidelines of the interministerial tourism committee held on Thursday.

Opening to competition

Launched in 1982, this system of purchase coupons subsidized by works councils is accepted by more than 210,000 tourism professionals (transport, accommodation, culture, etc.) with the aim of promoting holidays for the greatest number. The Secretary of State, commissioned to work on a plan to leave on vacation for all after the coronavirus crisis, pleads to "reform the National Agency for Holiday Vouchers (ANCV) so that more businesses, especially SMEs and TPE, use it this summer ”.

"The agency today has a virtual monopoly for the distribution of these holiday vouchers, we will open this market to competing operators, which will make it possible to reach other audiences, such as traders, small businesses ..." , he explains.

A specific project for children in difficulty

Recalling that each year three million children do not go on vacation, or a quarter of the pupils in France, the Secretary of State also announces that nearly 225 million euros "will be released to modernize the structures" of associations of social tourism that offer vacation stays. “We want social tourism, which allows low-income families to leave, not to be swept away by the crisis. All social tourism associations can claim this, provided they carry a sustainable and ecological project, ”he continues.

On the issue of financial access to summer camps, on average 500 euros per week per child, "the government is working on a specific support project for this summer", which should be announced in June, he said. The measures should include specific solutions for the 1.3 million children living in the city's political districts, "an absolute priority", according to Gabriel Attal.

One way could be to extend the system of "open schools" to 400,000 children, which welcome around 70,000 children each year by offering school in the morning, and sports and culture in the afternoon, he adds.
