The deputy mayor who has retired for more than five years has fallen, and his old partner has been prosecuted in October last year.

Wu Yinxing, an official from the Inner Mongolia Department who retired in March 2015, was investigated.

On May 13, the website of the Central Commission for Discipline Inspection of the Central Commission for Discipline Inspection quoted the Inner Mongolia Autonomous Region Commission for Discipline Inspection Commission: Wu Yinxing, former deputy mayor of Bayannur City and former director of the General Administration of Hetao Irrigation District of Inner Mongolia, is suspected of serious violations of discipline and law, and is currently undergoing disciplinary review and supervision investigation.

The official resume shows that Wu Yinxing, male, Han nationality, was born in March 1955, from Fugu, Shaanxi, with an in-service postgraduate qualification. He joined the Communist Party of China in August 1975 and began working in June 1976.

Wu Yinxing served as the deputy banner leader, deputy secretary of the banner committee, banner leader, and secretary of the banner committee of Hangjinhou Banner, Inner Mongolia. In September 2006, Wu Yinxing served as the director of the General Administration of Hetao Irrigation District of Inner Mongolia, and served as the deputy mayor of Bayannaoer City from September 2010 to January 2013.

After stepping down as deputy mayor of Bayannaoer City, Wu Yinxing continued to serve as the director of the General Administration of Hetao Irrigation District in Inner Mongolia until December 2013.

It is worth mentioning that Qiu Jinbao, who had worked with Wu Yinxing in the Inner Mongolia Hetao Irrigation District Management Bureau, was dismissed last year.

Qiu Jinbao served as Secretary of the Party Committee of Hetao Irrigation District Management Bureau of Inner Mongolia from September 2011 to December 2013, and chairman of Bayannur Hetao Water Group Corporation. In December 2013, after Wu Yinxing stepped down as the director of the Inner Mongolia Hetao Irrigation District Management Bureau, Qiu Jinbao served as the deputy mayor of Bayannaoer City and served as the director of the Inner Mongolia Hetao Irrigation District Management Bureau. In November 2017, Qiu Jinbao was transferred to inspector of the Inner Mongolia Science and Technology Association until May 2019.

The "Double Open" bulletin pointed out that Qiu Jinbao, as a party member leading cadre, lost his ideals, beliefs, and consciousness of purpose, transferred and concealed forged evidence, and confronted the organization's review; he did not truthfully report personal matters. Use power for personal gains, reimburse private car expenses at public expense, receive gifts from others in violation of regulations, and still borrow the vehicles of the original subordinate company after transfer, using the power to seek benefits for relatives. Ignoring the Party Discipline and National Law, hiring people in violation of regulations, allocating cadres for overtime, and blindly spreading stalls to carry out projects, causing great losses to the interests of the country and the masses.

In October 2019, Gaojian.com announced that recently, Qiu Jinbao (deputy department level), the former deputy inspector of the Inner Mongolia Autonomous Region Science and Technology Association, was suspected of taking bribes and the crime of huge property from unknown sources. The case was designated by the People ’s Procuratorate of the Inner Mongolia Autonomous Region. The Tongliao People's Procuratorate filed a public prosecution with the Tongliao Intermediate People's Court.
