More than 70% of the interviewees felt that the false information motivated young people to commit behaviors that disrupted social order and violated the law; more than 60% (interviewees) believed that some social leaders or politicians advocated for breaking the law and encouraged young people to break the law; Half of the interviewees felt that the work of teachers and schools to inculcate law-abiding concepts to students was not enough; 60% of the interviewees thought that the government's publicity and education work on law-abiding was not enough.

[Commentary] The survey shows that the public believes that “false information” and “politicians’ advocacy for breaking the law ”are the two blackhands that incite young people to break the law. Based on the analysis of the investigation results, the DAB suggests that the Hong Kong SAR government should protect speech, news, publication, etc. Under the premise of freedom, formulate "Law on Preventing False Information on the Internet".

Fake news In today's online world, where (dissemination) is convenient, it can cause a great deal of damage to the public society, so we believe that the government must make up its mind to make laws against fake news.

[Commentary] This survey reflects that 65.1% of the interviewees expect schools and teachers to inculcate law-abiding concepts in their students. In this regard, the DAB proposes to fully implement "law-abiding education" in Hong Kong universities, primary and secondary schools.

No matter whether it is a large, middle or elementary school, it should respond to students with a positive law-abiding education. In fact, we know that citizens have expectations of teachers ’responsibilities, and citizens expect teachers to instill a sense of law-abiding to students, rather than teaching students to“ break the law ”.

[Explanation] In addition, the DAB also recommends that the SAR Government establish a textbook database to prevent teachers from using biased or inaccurate online information, and proposes that the Education Bureau should formulate a roster of teachers who are ethical and illegal, and adjust the punishment mechanism for illegal teachers.
