Since the beginning of this year, public security organs have found in their work that, by forging fake loan APPs and paying service fees and security deposits, cases of loan-related telecommunications network fraud involving high-income groups are frequently occurring and cause serious harm. The Ministry of Public Security attaches great importance to this and decided to set up a special working class to carry out a cluster campaign against such illegal and criminal activities and implement special investigations and crackdowns.
After a preliminary investigation, some qualified 1069 SMS platforms wore legal "coats" and illegal "acts". They illegally resold 1069 numbers at various levels and acted as agents to provide various types of loan fraud gangs. Service has become an indispensable key link in the criminal chain. These illegal 1069 SMS platforms can induce victims to be deceived by sending short messages containing unsecured and credit-free loans, downloading short links containing loan fraud applications, or directly docking SMS interfaces for loan fraud applications. Since March this year, there have been 669 fraud cases involving such illegal platforms, with a total amount of 15.23 million yuan.
On the basis of meticulous investigation and evidence collection in the early stage, the public security organs found that a number of illegal 1069 SMS platforms were involved, involving a total of 15 provinces and cities including Beijing, Hebei, Shanghai, and Jiangsu. On May 7, according to the unified deployment of the "Yunjian-2020" operation, public security organs in 15 provinces and cities smashed 57 illegal 1069 SMS platforms, and arrested 798 suspects.
