From May 1st to July 31st, the Municipal Urban Management Law Enforcement Bureau will focus on a three-month special enforcement action for domestic waste classification.
The relevant person in charge of the Municipal Urban Management Law Enforcement Bureau introduced that in the special law enforcement action, the urban management law enforcement department will combine punishment with education and focus on checking the classification of domestic garbage carried out by social units. The law enforcement department will severely investigate and deal with the illegal activities of the four categories of household garbage classified release, classified collection, classified transportation, classified disposal and other links, focusing on the investigation and handling of domestic garbage mixed piles, mixed transportation and mixed transportation. For residents who do not implement the illegal behavior of household waste classification and delivery, the combination of educational dissuasion, written warning and law enforcement punishment is used, and the focus is on guidance.
At present, the bureau has completed the "Handbook for the Classification and Enforcement of Domestic Waste" and issued it to the city's urban management law enforcement department and carried out corresponding law enforcement training. The manual elaborates and clarifies the special enforcement process, enforcement grounds and discretion benchmarks of household garbage from seven aspects, including catering operators, residential district garbage classification and enforcement regulations, domestic garbage collection and transportation enforcement regulations, and determination of persons responsible for household garbage classification management Etc. Among them, 4 kinds of law enforcement checklists were separately formulated for household waste classification and delivery, consumption treatment, transportation, and recycling of recycled resources, and 35 household waste law enforcement inspection items were clarified.
The "Regulations" stipulates that the units and individuals that produce household garbage are the responsible subjects for the classification of household garbage. They should collect and dump garbage according to the specified time, place and method, and they should not be piled up in random; , The classification of hazardous wastes and other wastes shall be put into the correspondingly marked collection containers. If the unit violates the regulations, the urban management law enforcement department shall order an immediate correction and impose a fine of 1,000 yuan; if it violates the regulations again, it shall impose a fine of more than 10,000 yuan but less than 50,000 yuan.
For individuals who violate the regulations, "education comes first, punishment comes second". If the dissuasion is refused, the urban management law enforcement department will give a written warning. If the violation is violated again, a fine of more than 50 yuan and less than 200 yuan will be imposed. The "Regulations" also stipulates that individuals who should be punished should not be subject to administrative punishment if they voluntarily participate in community service activities such as household garbage classification.
