As one of the signatories to the Montreal Protocol on Substances that Deplete the Ozone Layer, China has the international responsibility to phase out the use of ODS.

On July 9, 2019, the inspection team of the Ministry of Ecology and Environment found that a certain insulation material company in Deqing was suspected of using ODS illegally in production. It is reported that from August 2017 to June 2019, Qi Moumou, the legal representative of a Deqing insulation material Co., Ltd., knew that trichlorofluoromethane (commonly known as Freon) was a controlled ODS, and was explicitly banned for production and use. Under such circumstances, large quantities of thermal insulation materials are still purchased and used together.
During the period, the company purchased a total of more than 840 tons, and produced and sold more than 2,400 tons of polyurethane rigid foam composite polyether insulation material containing trichlorofluoromethane. During the production process, more than 3,000 kg of trichlorofluoromethane waste gas was discharged into the atmosphere, causing serious environmental pollution.
During the trial, the defendant unit and the defendant voluntarily pleaded guilty and pleaded guilty. The court held that the behavior of the defendant unit Deqing Thermal Insulation Material Co., Ltd. and the defendant Qi Moumou constituted a crime of environmental pollution. , And recovered more than 1.4 million yuan in illegal income; sentenced the defendant Qi Moumou to 10 months in prison and a fine of 50,000 yuan.
