Why do campus bullying gangs evolve into black forces

Zhu Tao (pseudonym), who was born in 1999, "planted". This person who used to be "no one knows, no one knows" in some vocational colleges in Suzhou, Jiangsu Province, has recently committed crimes of provocation, illegal detention, intentional harm, crime of gathering together, assault, extortion, and fraud. He was punished for both crimes and sentenced to 15 years in prison. The other four defendants of this evil criminal group were sentenced to prison terms ranging from 1 year, 3 months to 4 years.

On the defendant's seat, the average age of members of this evil criminal group known as the Tiger Hill "Wolves" was only 22 years old.

Four years ago, the gang's initial development and growth began from the campus "sweeping board" (meaning extortion).

Because he was bullied when he was in technical school in his early years, Zhu Tao deliberately learned to fight the guts. After graduating, without a proper profession, he often mixed up in Internet cafes and bars and met a group of people in mixed society. With his daring to play, hard enough, and loyalty, he soon became famous and began to "pull the team" alone.

At the beginning, he wanted to personally mix into the school to "swipe the board", but because of his strong body and tattoo "looks not like a student", he was repeatedly stopped by the security guards outside the door.

Therefore, in order to strengthen his team, he accepted Zhang Qiang (pseudonym) as a younger brother at school, and called a 15-year-old distant brother from his hometown to let them mix into the school, deliberately find faults in the school, and find opportunities to blackmail Student money.

"The school is not peaceful. If you pay 500 yuan to join a club, you won't be bullied." Zhang Qiang "lobbyed" one by one to the dormitory. At first, students who were "lobbyed" were reluctant, but when they thought of witnessing several people being beaten up, they had to spend money to keep them safe.

A few days later, Zhang Qiang took several students to meet his elder brother in the KTV near the school. Later, Zhang Qiang introduced the main members of the club and the "hosts" of the "tangkou" to these students. Before leaving, he assigned several newcomers: each person should develop at least one younger brother every semester, otherwise he will have to pay more Protection fees.

In the smoky KTV "Baixiangtang", the bridges appearing in these Hong Kong films will be staged almost every once in a while. This sense of ritual of "Big Brother" forms a psychological shock to these students.

In just a few months, Zhu Tao became famous in the vocational school. These protected younger brothers are not bullied in his name. When in trouble, the "big brother" settles.

However, the “team” management of the “scratch board” in the school is relatively loose, the students ’financial resources are limited, the benefits they can get are not much, and there is no stable income. The members have withdrawn one after another. Zhu Tao urgently needs to replace a new“ battlefield ”.

In the following two years, members of the "Wolves" joined a microfinance company. The boss invested in buying samurai swords, stab-resistant clothing, and other tools. They continued to grow and develop through violence, threats, or "helping people to collect debts, and occupying venues." The "soft violence" means carried out the criminal activities that the evil forces used to carry out, which caused relatively bad social impact.

In recent years, “scrapping the board” has become a hot word in campus bullying, which is to force others to make money, there are many ways: to make others feel unreasonable and owe money, to find trouble and fraud, to help deal with disputes and Requiring the other party to write owed notes or use valuable items to pay off debts ... Many "guddies" focus on loosely managed vocational colleges.

Campus “scrubbing boards” is not an example. Judging from the cases handled by the People ’s Procuratorate of Huqiu District in Suzhou City in the past three years, there are 8 cases involving 21 “scrubbing boards” on campus.

In a robbery, Wang and 12 others set up the "Flying Tigers". The members were organized and premeditated to "swipe the board" to scrape money from the surrounding higher vocational colleges. The "Flying Tigers" has a strict hierarchy and organizational structure. The commander-in-chief in the WeChat group issued the "sweeping board" tasks and goals. Looking at the wind, asking for money, collecting money, watching people, driving, every action has "precise" "Plan and arrangements, afterwards, someone is specifically responsible for deleting the transfer records.

In another case, Wang set up a "leading society", which is divided into men and women, men are dragon clubs, women are phoenix clubs, and later a new "wolf god organization", which has wolf heads, red wolves, Wolf eyes, dumb wolf, night wolf soul, demon wolf and other characters. In addition, there are "Tiger Mountain Tour" "Wolves" and other organizations.

"These associations are organized and violent. They often have tools such as baseball bats and sling sticks. They use violence and verbal threats to make the victims suffer and fear." Zhu Xiaodan, the prosecutor of the Huqiu District People's Procuratorate, said.

In addition to the membership fees, the club initially wanted to become bigger and stronger through the involvement of pornography and gambling. Later, it was found that it was more reliable to pay money by going to the middle school. "Whoever gets the most money will have more money", under the guidance of this "help rule", they are actively and actively trying to find the target on the bus stop outside the school gate, and those students who are dressed in "luxury" can easily become their target. .

"The bad environment around the campus is also an important factor inducing crime." Zhu Xiaodan and colleagues conducted in-depth research on this and found that most of the members of these societies met in mahjong halls or Internet cafes around the campus, and some campus violence cases were also caused by gambling money and fights. Problems such as games are triggered. The nearby KTV has become the main place where some associations worship their elder brothers and collect younger brothers.

In response to the problems exposed by the campus management, the People ’s Procuratorate of Huqiu District put forward specific suggestions and countermeasures in the form of procuratorial suggestions on campus bullying, robbery and other troubles. They also proactively docked with higher vocational colleges within their jurisdictions, established a joint construction mechanism for rule of law education, eliminated the gaps in rule of law missions, and promoted students' awareness of the rule of law and self-protection through activities such as interpreting the law and entering the campus with the rule of law.
