Application of Professor Didier Raoult's treatment on the island, generalization of tests, different release schedule… The independence president of the Assembly of Corsica Jean-Guy Talamoni demands from 20 Minutes the implementation of another deconfinement strategy of the island, even if it is sometimes against the grain of government recommendations, after a more or less fruitful meeting on the subject this Wednesday evening with Prime Minister Edouard Philippe.

Why want to set up a specific deconfinement strategy in Corsica?

We are in a specific situation for various reasons. First there is the geographic specificity, since we are very close to Italy. We also have sanitary facilities far behind what is done elsewhere. For example, the regional health plan for the period 2018-2024 provided for six resuscitation beds per 100,000 inhabitants, while the average for France is 11.6. We are extremely fragile. And our population is proportionately older.

So, for all these reasons, we told the Prime Minister that deconfinement should be done gradually and on the basis of a broad consultation of all Corsican elected officials, Corsican scientists and all the representatives concerned, in order to have social acceptability quite wide. The Prime Minister seems favorable to dialogue.

Should we deconfine May 11? It is not for me to say, consultation must determine it. This consultation will make it possible to make proposals to consider deconfinement, on the modalities or the timetable for example. We want control of the consultation which must lead to recommendations and we ask that these recommendations be followed by the State.

Is it not rather for you to follow the recommendations of the State, and not the reverse?

We are worried. The Corsicans voted for us by universal suffrage, but we respect the prefect. We are not here to oppose what the state administration says. But in a case like this, there must be fewer possible deaths. At some point, our point of view must be taken into account. We must decide on a deconfinement that does not endanger the Corsicans.

For example, the date of the start of the school year on May 11 is rejected in Corsica in a rather massive way. Today, we each call on reason. We want a construction of the strategy of deconfinement between the Corsican elected officials, the Corsican scientists, the first concerned in Corsica and the State, which must hear our point of view.

What is it?

There is unanimity in Corsica around a strategy based on a generalization of tests on the one hand and the experimentation of the protocol of doctor Raoult in Corsica on the other hand. But during the meeting with the Prime Minister, we were not given the information on the material means of deconfinement. How to imagine a deconfinement without test and without mask? We have very few today in Corsica. How can we open schools on May 11 without the means to protect populations?

So you support the mayor of Ajaccio who refuses to open schools on May 11?

I fully understand the position of the mayor of Ajaccio and the mayors of the Ajaccian region. It is not my political background, it must be remembered. The mayor of Ajaccio was elected by the Corsican people by universal suffrage. He behaves responsibly because he is in charge of Ajaccian security. We can only support his position. Personally, I support him.

We, political leaders in charge of Corsicans elected by universal suffrage, we do not see how the resumption of schools on May 11 is possible, unless we take reckless risks! If there is a disagreement between the government and the Corsican community, there will be a discussion. We are not looking for conflict at all. Then, if I have to choose between respecting the instructions of a government and ensuring the security of the Corsicans, I will be in the second position, I will be very clear with you.

What responses did you have on your request to apply Didier Raoult's protocol in Corsica? Have you been heard by Edouard Philippe?

The Prime Minister proposed that we integrate the Coverage experiment. Edouard Philippe thus pretended to open a door, but it is not the door that we asked to open. He wanted to give the impression of being attentive but on this point, we did not have a positive response to what we asked.

The Prime Minister wants to stay within the framework of the decree, that is to say the application of this protocol in the hospital setting for patients in advanced stage. We are reminded of the recommendations of the High Scientific Council on hydrochloroquine. I don't want to sue for incompetence. I simply say that we are consulting our Corsican scientists who unanimously demand the application of Doctor Raoult's protocol for all of Corsica. And I remind you that it was the same high scientific council that said that we could vote without risk in the first round of the municipal elections, which was a mistake. It's still a responsibility! In any case, I note that the level of confidence on these subjects is not very high in Corsica. Nor is it in France either.
