Why did affordable housing end?

Surging News was informed that Wenshan Jinkun Real Estate Development and Management Co., Ltd. (hereinafter referred to as Jinkun Company) commissioned the construction of the “Lishui Lakeside” affordable housing project by Wenshan City Housing and Construction Bureau.

According to the relevant person in charge of Jinkun Company, in July 2013, the company and the Wenshan Municipal Housing and Urban-rural Construction Bureau signed an "entrusted construction contract" to build more than 2,000 sets of affordable housing, with a total construction area of ​​119,000 square meters. The construction period has been since 2013. From August 2015 to July 25, 2015. Prior to this, the company also built the "Sakura Valley" affordable housing on behalf of the two projects, a total of 4,898 sets of affordable housing. After public bidding, Yunnan Shengbo Construction Co., Ltd. (hereinafter referred to as: Shengbo Company) became the winning bidder.

The aforementioned person in charge said that according to the requirements of Wenshan City, the company completed a series of supporting projects such as "three links and one leveling" and earthwork on time. After that, the main project of the affordable housing started construction. However, because the Wenshan Municipal Housing and Construction Bureau has not notified the audit department to follow up the project audit, nor has it paid the company's supporting project progress payment in accordance with the regulations, resulting in the company's capital chain being broken, and the affordable housing project has ended. To this end, the company has repeatedly reported to the relevant departments.

In November 2017, Wenshan Municipal Housing and Urban-rural Construction Bureau responded in writing to Jinkun Company that the “Lishui Lakeside” and “Sakura Valley” security houses are currently undergoing indoor and outdoor decoration and outdoor projects, and are under construction. The project has not yet been completed and is not relevant. Accept the qualified materials and procedures. According to relevant audit regulations, the project needs to be completed before it can enter the audit and settlement procedures. Therefore, Jinkun Company needs to urge Shengbo Company to complete the closing work of the project as soon as possible so that the project can enter the audit and final accounts.

The following month, Jinkun Company wrote to the Yunnan CPPCC to report the situation. In February 2018, the "Situation Report" made by the Wenshan State Government provided a detailed response to the status and next steps of the two affordable housing projects.

According to the "Situation Report", during the construction of the ("Lishui Lake" and "Sakura Valley") projects, due to the lack of standardized management of Jinkun Company, there was a break in the capital chain, which caused the project to be suspended in February 2015. A preliminary review was conducted. Through multi-party coordination, the project was resumed in March 2016. In order to ensure that the project funds are used exclusively, and to ensure that the project construction is proceeding as planned, Wenshan City no longer pays the project money through Jinkun Company, but directly pays the project money to Shengbo Company.

The "Situation Report" stated that as of December 26, 2017, Wenshan City had paid a total of 557056 million yuan for two affordable housing projects, accounting for 99.64% of the total investment plan. Among them, the payment of Jinkun Company was 298308 million yuan, and the payment of Shengbo Company was 2722.252 million yuan.

The "Situation Report" shows that the total investment of the supporting projects outside the bidding price mentioned by Jinkun Company is 219 million yuan, which is inconsistent with the actual data. Since the project funds allocated by Wenshan City accounted for 99.64% of the total investment plan, in accordance with relevant national regulations, Wenshan City cannot allocate construction funds. Jinkun Company failed to pay the construction project of RMB 155852 million previously allocated by Wenshan City to the construction unit (Note: namely Shengbo Company), which made it difficult for the two affordable housing projects to be built as planned, which affected the completion acceptance of the project. In order to ensure the smooth completion of the two affordable housing projects, the construction unit has to pay 36 million yuan.

In response to the next step, the "Situation Report" stated that in order to further confirm the debt and debt situation between Wenshan City and Jinkun Company, protect the legitimate rights and interests of both parties, and maintain social stability, Wenshan City has repeatedly checked with Jinkun Company. Adopt effective methods such as negotiation to strive for liquidation and approval of construction funds as soon as possible, further clarify the payment and use of funds, and properly handle the follow-up issues of the construction of "Lishui Lake" and "Sakura Valley" affordable housing projects.

The relevant person in charge of Jinkun Company said that the "Situation Report" confuses the amount of works within and outside the price of the affordable housing project with the payment status, and does not fundamentally solve the company's financial difficulties and other issues. To date, the two affordable housing projects of "Lishui Lake" and "Sakura Valley" still cannot be resumed.

The government raises funds to ensure resumption of work by the end of the month

On April 15, Wenshan Municipal Housing and Urban-rural Construction Bureau sent a written reply to Pengpai News through the Propaganda Department of Wenshan Municipal Committee.

According to the reply, the two affordable housing projects of "Lishui Lake" and "Sakura Valley" are respectively named "Limin Home" and "Xinmin Home". In December 2017, Wenshan Municipal Housing Construction Bureau organized a pre-allocation of 4898 sets of public rental housing, but did not sign a public rental housing rental contract with the public. Due to various reasons such as Jinkun's construction organization and capital supervision, the progress of the project has been slow, resulting in the two projects cannot be completed and delivered in the original planned time (September 2018).

According to the reply, at present, "Limin Home" and "Xinmin Home" have completed more than 95% of the total engineering volume (including "three links and one leveling" and infrastructure facilities), and indoor and outdoor decoration and project support are currently underway. The construction of infrastructure is finished.

According to the reply, Wenshan Municipal Party Committee and Municipal Government attached great importance to the work related to project construction. On March 26, the municipal government in charge of leading thematic organizations made arrangements for the closing projects of the two projects and matters related to shortfall funds.
