The Council invites to "strengthen hospitals now by doubling their capacity in intensive care beds", to "strengthen the number and training of hospital teams" and "strengthen biology laboratories" for the diagnosis of Covid -19.

For Mayotte who "because of the significant risk of epidemic explosion and paralysis of the health system, is in a separate category", he recommends "confinement" arranged "with a night curfew", to set up the free water in the shantytowns, and "consider installing an outpatient medical structure for the isolation of non-serious patients from Covid-19".
