Nice was one of the first cities in France to announce, on Monday, that it would provide masks to all of its inhabitants, and even now for the entire population of the metropolis Nice Côte d'Azur, in anticipation of the deconfinement.

What will be the standards of these protective devices against the epidemic of new coronavirus? How to maintain them? When will an order come to make their wearing compulsory? And until when? This Wednesday afternoon, Mayor LR Christian Estrosi clarified the terms during a press conference.

What masks are we talking about?

Initially, 800,000 masks ordered from three companies (Lainière Santé, Valrupt and Résilience) will be delivered "as of April 17 and for the next two weeks" to be distributed "to all the inhabitants of the Nice Côte d'Azur metropolis, ”said Christian Estrosi. The system will therefore apply to its 49 municipalities and not only to Nice. These masks of UNS1 and UNS2 standards of the General Directorate of Armaments according to the mayor, "will be washable ten times at a rate of one washing every four to six hours of use", he indicates.

A temporary solution therefore, which will be supplemented by other fabric protection devices that a "local manufacturing", as in Cannes, will produce on Friday. “Already 33 professional dressmakers, including 17 agents de la Diacosmie [the costumes and sets manager of the Nice opera house] have volunteered. The goal is to be able to release 10,000 Afnor S76-001 standard masks per week, ”he also explained.

How will they be distributed?

The city and the metropolis set out to find "the mode of distribution with the least possible contact". Letters sent to all residents will tell them how to collect them, free of charge and by appointment, at around fifty meeting points located "in each district", Christian Estrosi said. A home delivery system will also be organized for people who are fragile or who cannot move.

How will their use be made compulsory?

A decree will regulate the wearing of his masks "from the start of deconfinement" decided by the government, said the mayor of Nice. They will be distributed at the end of next week but their use will not be compulsory upon receipt. "While waiting for the end of confinement, it is important to keep going out as little as possible so as not to wear them out prematurely," said the elected official.

In the process of being drafted, the municipal text will specify all the provisions to be agreed. But Christian Estrosi has already announced that wearing will be made compulsory in all public spaces, outdoors or not, from the age of 3 years. It will also be possible to withdraw it during a “sincere and authentic” sporting practice. And as to how long its use should be constant, the president of the metropolis replied that the order "will adapt to government directives".

It also remains to be seen whether the text will not be retouched. In the commune of Sceaux (Hauts-de-Seine), the Human Rights League brought legal action on the mayor's decree obliging residents to go out with their faces covered.
