The patient was ignored, and she subsequently tried to walk out of the isolation ward. The nurse immediately stopped him when he saw it, and was pushed to the ground to beat him and bit his face. After forensic examination, the nurse Wang was injured on the face, neck and waist, and was identified as minor injuries. The foreign patient was admitted to Guangzhou from overseas on March 20 and was tested positive for the new crown virus virus. He was sent to the Eighth People's Hospital for isolation and treatment on the 23rd. The nucleic acid test is still positive.

Another happened in Qingdao, Shandong Province. On April 1, at the Laoshan District CDC, people waited in line to detect nucleic acids, and three foreign nationals forcibly cut in. After being questioned by the citizens in the normal queue, a foreigner threw the documents in the hands of residents to the ground and shouted: "Chinese go out."

Patients diagnosed with New Crown Pneumonia refused to examine and bite the nurse's face, in addition to causing personal injury, and increased the risk of virus transmission; cut-off people clamoring for "Chinese going out" on Chinese soil, which sounds so harsh. The bad behavior and arrogant attitude of foreigners in the two incidents are shocking. Chinese have reason to be angry.

They will certainly pay for their actions. On April 2nd, the Laoshan District Public Security Department of Qingdao carried out critical education on the foreign parties involved in accordance with the law and regulations, warning them to strictly abide by Chinese laws, consciously abide by social public order, and implement relevant regulations on epidemic prevention and control. The parties expressed their sincere acceptance and apologized to the public for their improper words and deeds. Some people think that this result is an understatement, but for the parties, being warned by the police and making an apology is also a price. The wounded in Guangzhou have been put on file for criminal investigation. Currently, they are being treated in isolation under the supervision of the police. After the treatment is over, the police will immediately take criminal coercive measures and the judicial organs will punish them according to the criminal law and other laws and regulations.

Look at the two events rationally and avoid going to extremes. It is not appropriate to wear colored glasses to see all foreigners due to the behavior of individual people. Too much emphasis on the nature of the case is that "no need to make a fuss" is equally harmful. From a practical point of view, foreigners who come to China do not abide by China ’s social rules, or even commit crimes from time to time. If we do not pay enough attention and take practical measures to solve them, the pressure on social governance in this area will increase.

Do foreigners who come to China have the privilege to surpass our citizens? The answer is of course no. Except for foreigners who come to China to enjoy diplomatic immunity under international law, other foreigners do not have the privilege to exceed national treatment. If some foreigners think that they have "super national treatment" and their behavior can be unchecked, then what we can do is to make him understand that the "super national treatment" he imagines does not exist in China.

On some occasions, the issue of laissez-faire and weakness of law enforcement or enforcement rules for foreigners should also be taken seriously. When foreigners came to China, they were unfamiliar with their lives. It was necessary to give them the necessary care in their lives. However, their ambiguity on issues involving right and wrong may confuse a few people.

Take the Qingdao cut-off incident as an example. If the staff responsible for testing at the scene can adhere to the principle and explicitly refuse to join a few people, there will be no later events. However, for the questions of the queuers, the answer given by the staff turned out to be: "Give me face and let them test first." The reasonable person gave "face" this time; those who get an inch can be used to being more unruly. And more arrogant. Rule enforcers should pay particular attention to avoiding the illusion that foreigners are "superior."

Foreign Ministry spokesman Hua Chunying said today that relevant Chinese authorities will pursue their legal responsibilities for foreigners who refuse to implement epidemic prevention measures, disrupt the epidemic prevention order, and endanger public health and safety.

There is another news today, according to the Beijing police report: On March 27 and 28, Chaoyang Public Security Branch Panjiayuan Police Station received a report from community epidemic prevention staff and netizens that a Tanzanian man did not cooperate with community epidemic prevention and control measures. Open China, as always, welcomes foreigners coming to China, but they must also understand that since they come to China, they must abide by the rules here; any behavior that does not follow the rules will pay a corresponding price.
