Heilongjiang announces surface water environmental quality monitoring data at the "3 · 28" Luming Mining Tailings Sand Leakage

The reporter learned from the Heilongjiang Provincial Department of Ecology and Environment that according to the "Yichun" March 28 "Luming Mining Tailings Sand Accident Environmental Emergency Monitoring Plan", the Heilongjiang Provincial Department of Ecology and Environment organized the development of surface water environmental quality at the accident site and downstream locations monitor. At 14:00 on March 31, the molybdenum, chemical oxygen demand (COD) and petroleum projects in 5 of the 13 monitoring sections exceeded the standard limits, and other points were below the standard limits.

Tailings depot (incident point): Molybdenum exceeded the standard by 7.5 times, petroleum exceeded the standard by 1.4 times, and COD exceeded the standard by 0.05 times.

Business section (67 kilometers downstream of the incident): Molybdenum exceeded the standard by 19.6 times, petroleum exceeded the standard by 3.2 times, and COD was below the standard limit.

The upper cross section of the Yijihe Estuary (77 kilometers downstream of the incident): Molybdenum exceeded the standard by 22.7 times, petroleum standards exceeded 3.4 times, and COD exceeded the standard by 0.6 times.

Inner section of Yijimi Estuary in Teli City (99 kilometers downstream of the incident): Molybdenum exceeded the standard by 14.3 times, petroleum exceeded the standard by 1.4 times, and COD exceeded the standard by 1.0 times.

It is understood that at present, the front of the sewage sludge group has reached the cross section of the Shuanghe Canal of the Hulan River in Yichun (110 kilometers downstream of the incident). Its molybdenum exceeded the standard by 1.8 times, its COD exceeded its standard by 4.7 times, and its petroleum class exceeded its standard by 0.4 times.

At 13:40 on March 28, 2020, Yichun Luming Mining Co., Ltd. tilted its overflow well No. 4 in the molybdenum tailings reservoir, resulting in an increase in water leakage and accompanying tailings sand. The reporter learned from the on-site rescue command that the plugging of the leaking point has been completed.
