He will sign a new decree this Monday evening, which will apply from Tuesday. Faced with the coronavirus crisis, Edouard Philippe provided “clarifications” to harden the exceptions to confinement. On the program: sports outings limited to a daily hour within a radius of 1 km around the home, closing of open markets except in the event of an exemption requested by the mayors, and medical visits restricted to emergencies and chronic care. While the Scientific Council is due to give its opinion on Tuesday, the Prime Minister estimated that "the time of confinement could still last a few weeks".

“I know that many of our fellow citizens would like to be able to go back to the time before, but it is not for tomorrow. The time of confinement could last a few weeks, ”said Edouard Philippe. The new decree will bring restrictions in three areas:

  • Sports outings or walking a dog will be limited "to 1 hour, once a day, alone, within a maximum radius of 1 km around your home". It will therefore be necessary to write the timetable, in addition to the date, on the certificate.
  • The open markets will be closed but "the prefects, on the advice of the mayors, may derogate from this ban", according to the Prime Minister, especially in the villages.
  • Doctor visits should be limited to "emergencies and scheduled care", especially for chronic conditions.

No national curfew planned for the moment

On the side of the verbalizations, the 135 euros lump sum fine must pass to 1,500 euros in the event of recurrence "within 15 days". And while around thirty cities have imposed a curfew, "we don't want to do it nationwide", assured Edouard Philippe. But according to him, the state "will not hesitate to take curfew measures where the sanitary situation so requires", in consultation with mayors and prefects.

According to the Prime Minister, "we are not in a logic of absolute and general containment of the country, people must eat and others must produce". But he hammered it: "It is necessary that our fellow citizens respect the restriction instructions very strictly". According to him, it is "an effort of national solidarity".
