Experts and politicians on the political genealogy of the members of the new government are trying to determine which influence groups in the environment of Vladimir Zelensky have strengthened their positions and how this will affect the country's domestic and foreign policy. The fact that Denis Shmygal, as well as several figures in the Cabinet come from structures of the Donetsk oligarch Rinat Akhmetov, directly indicates a serious rise in the value of his shares.

However, this is not news: Akhmetov was able to find a common language with virtually all the rulers of Ukraine and introduce his people into the country's governance system at the expense of this. Another oligarch, Igor Kolomoisky, who played a key role during the presidential election, who secured his support for Zelensky’s victory, was moved from the Olympus of power. Most likely, because his claims to control the actions of the ruling team were too voluminous, and therefore impossible.

And, finally, the resignation of Alexey Goncharuk, who until the last moment clung to the post, means the collapse of an extremely unprofessional group that failed without exception the affairs of the “suck”. So in Ukraine they call those who have been trained at various Western and Ukrainian sites, in centers funded by George Soros. At the same time, one can talk about the president’s desire to restart the government at the expense of professional managers who have experience in administering and solving complex social and other issues.

This is primarily due to the extremely low rating of the previous Cabinet. According to the sociological center of Razumkov, only 28% of citizens supported the government (in September, the rating was 57%). Public distrust of the Goncharuk team served as a ballast, pulling to the bottom the rating of Zelensky himself. It is well known that the current head of the Ukrainian state is very sensitive to sociological data indicating a decrease in its popularity. Which is completely explainable psychologically, taking into account the previous profession Zelensky.

You can talk about personalities in the new government, what Ukrainian journalists are doing with enthusiasm, trying to guess what success each of the new ministers will be able to achieve in their direction. However, this occupation can hardly be considered any meaningful. In fact, after the "Maidan" in Ukraine there was such an economic model that no one could at least partially correct. Euro-Atlantic integration, liberal reforms and an unchanged course towards a further break in ties with Russia do not leave any government room for backlash. Therefore, some minor improvements in connection with the recruitment of much more professional personnel may occur, but in general the picture will remain the same.

Akhmetov’s exaltation also gives some hope for a better situation, since one should not think that the only goal of Rinat Leonidovich is to convert proximity to power in strengthening his own business positions.

Not at all: the oligarch is not interested in the country selling out on the spot and takeaway, for his business empire it is important that Ukraine does not lose its assets and professional labor resources. A stable economic system, preserving its resource potential, provides, among other things, its personal income. Therefore, a partial withdrawal of the economy from under external control (and Goncharuk was a protege of Washington and Brussels) is a good sign, but it’s not worth it to deceive yourself either.

The post-Maidan economic model will not be revised under any circumstances, since it is a non-dismountable part of the ideology of the current Ukrainian state. The arrival of professionals can only slow down the collapse of Ukraine, but it is not able to prevent it. And by the way, Denis Shmygal did not put forward any new ideas. Of the 20 minutes allotted to him for presentation in the Verkhovna Rada of the new government program, he used only six, of which he talked about coronavirus for more than a minute. It was obvious that the deputies had nothing to tell him.

Not having time to head the government, Shmygal immediately became a defendant in a scandal. On the air of the “Right to Power” program on the “1 + 1” channel, he unexpectedly appeared as a rational and friendly person who advocated the humanization of relations with former fellow citizens who are now officially considered citizens of Ukraine. “The issue of supplying water to the occupied Crimea is not a matter of trade with the occupier, not a matter of some business, it is a matter of humanitarian support for people who live in Crimea. Failure to supply water will lead to a humanitarian catastrophe, ”the Prime Minister said, clearly contrary to the trend in Ukraine on this topic.

However, the very next day, Shmygal radically changed his mind. “The talk show format is not the best to discuss complex issues. For example, the issue of water supply to the Crimea. Once again, I want to emphasize that the government does not forget about the Ukrainians who live in the territory of the temporarily occupied Ukrainian Crimea. We want them to feel that we care about them. Indeed, for technical reasons, it is impossible to share the water that goes to people and the water that goes to military bases, ”the head of the Cabinet wrote on his Facebook page.

This is exactly the same pattern of behavior, on the basis of which Vladimir Zelensky builds his relations with various political forces. The president who won the election thanks to promises to establish peace in the Donbass, as a result of pressure from the right-wing radicals, slipped into the position of his predecessor. And a glimpse of sanity from Shmygal also became the subject of fierce criticism from the nationalists. He had to urgently explain that, they say, he was misunderstood. This proves once again that no one will allow the new cabinet to deviate from the general line - the course towards European integration and the perception of Russia as an enemy and aggressor.
