The Guidelines are applicable to nursing homes in high-risk areas such as Wuhan, Hubei, and nursing homes where infection cases have occurred in non-high-risk areas. The "Guidebook" clearly states that non-specially-needed vehicles in high-risk areas are not allowed to enter elderly care institutions, and all service activities or activities of foreigners admitted to hospital are suspended.

The Guide is mainly applicable to two types of old-age care institutions, namely, old-age care institutions in high-risk areas such as Wuhan City, Hubei Province, and old-age care institutions where infection cases have occurred in non-high-risk areas. Medium- and low-risk areas, and old-age care institutions that do not have infection cases can continue to implement the Guidelines for the Prevention and Control of New Coronary Pneumonia in the Old-age Care Institutions (Second Edition), and can also strengthen relevant prevention and control measures in accordance with the Guide.

"Guidelines" require that vehicles with no special needs are not allowed to enter the elderly care institutions; set up a material transfer area outside the door of the elderly care institutions and do a good job of disinfection of personnel and materials; strengthen the guards on duty and suspend all service behaviors or activities of foreigners admitted to the hospital; staff You should live in an aged care facility or arrange for a centralized and independent place.

The "Guide" introduces the strict implementation of the system of senior citizens and staff members only entering and leaving the institution. For special reasons, elderly people who need to return to the hospital and newly moved in, and return to work and newly recruited staff should be observed and separated for 14 days. Only after the inspection is normal, can they enter the elderly care institution; the elderly care institution strictly implements the seal management mode of regionalized channels, sets up polluted areas, buffer zones, and clean areas, and formulates and strictly implements standardized and strict regional management processes and operating procedures.

The "Guide" clearly states that UV disinfection can be adopted when there is no one in the room; keep the elderly's mouth, nasal cavity, and other body parts clean, change the clothes, shoes, and hats of the elderly in a timely manner; and suspend indoor collective activities for the elderly.

The "Guidelines" requires that medical and nursing institutions not conduct external diagnosis and treatment of fever patients without authorization during the epidemic, and effectively eliminate the hidden dangers of cross-infection risks in institutions; those with new-type coronavirus infections in old-age institutions, especially in close contact with the care of the elderly When personnel are on duty, they should perform Level 2 to Level 3 protection; staff members stop face-to-face concentrated shifts and use video or other methods; dry the bedding clothes of the elderly weekly; after sneezing, coughing and spitting, the elderly should Disinfect the area with a disinfectant for a while.

The "Guidelines" stipulates that elderly people and accompanying staff who go out to seek medical treatment should re-enter the aged care institution after 14 days of isolation and observation and normal nucleic acid testing; the epidemic prevention and control department has taken the initiative to carry out nucleic acid testing at the aged care institution to avoid cross-checking when going out for medical examination infection.

In addition, the "Guidebook" points out that the elderly who have suspicious symptoms of new coronavirus pneumonia are immediately sent to a designated institution for treatment and observation at an isolation point; if the elderly are diagnosed with a suspected or infected case, they should be sent to a designated medical institution for treatment. Monitoring requirements are reported to relevant departments, and comprehensive disinfection is carried out by professional institutions. Nucleic acid testing and inspection and 14-day isolation observation are conducted for all elderly people and staff.
