Financial irregularities within CAF?

A document of around fifty pages could cause a stir within the African Football Confederation (CAF). If the information turns out to be correct, it would jeopardize the current governance of African football.

According to the Anglo-Saxon press ( The New York Times, Associated Press, BBC), the report on the financial situation of the African Football Confederation, entrusted to the company PwC by FIFA, would reveal financial irregularities on the part of CAF .

The audit in question would indicate " possible abuse of power ", and " potential fraudulent adjustments ". Above all, the accounting documents available since 2015 would be considered " unreliable and unreliable ". The former governance led by Issa Hayatou is therefore also singled out since President Ahmad was elected in 2017.

Still according to this document, out of 40 FIFA payments totaling $ 10 million, only the use of 5 payments totaling $ 1.6 million was traced in CAF expenses. The report is said to have diverted payments for the purchase of gifts. The payments in question are part of the football development funds sent to CAF by FIFA. The use of the other 35 payments is not explicit enough according to the writings of PwC.

As a reminder, on February 2 in Rabat, the CAF Executive Committee (ComEx), had taken note of the recommendations made by the PwC report to reform CAF. These highlighted in particular the need to " strengthen financial management and accountability " of CAF leaders.

From June 2019 to January 2020, the FIFA general secretary, Fatma Samoura, was appointed “FIFA general delegate for Africa”. In practice, the Senegalese had to focus in particular on " the management [...] of CAF ", " the efficient and professional organization of all [its] competitions", and "the growth and development of football in all countries and regions of Africa.
