Contrary to my previous articles, the Emirates University response came immediately and quickly regarding my last article on "Managing Financial Resources at the University", while I was looking forward to receiving a response with the same speed about the fate of the national students, who will face the suffering of their acceptance in their "mother" national university, Or regarding the university’s insistence on moving forward with the “transformation” project adopted by a female employee close to the senior management, after her “relative” failed to apply it to another higher education institution, and they were able to pass it at the university, and even attracted the same company in which the same employee was working, is And some expatriate workers in the management of the mosque , And I can assure you that all this is just a coincidence!
In general, according to the university’s response in the research field, we were expecting the response to be more in-depth, and linked to statistics that clarify the quality and quantity of research that is directly related to the state and society, rather than being public talk about intangible achievements in the field, and as long as the university’s research department plays its role positively As stated in the response, why is the university going to change its administration, and the Deputy Director for Scientific Research Affairs transferred to another side of the university !! And why is it done at this time!
With regard to the number of research mentioned in the university’s response, and its relationship to the university’s classification internationally, it proves the ignorance of those who wrote the response that many workers in or outside the university know well that scientific research is a partial item in classification categories that depends on many other indicators, such as Academic reputation, employment of graduates and other items, however, may we know the returns of these researches for which an amount of more than 50 million dirhams has been allocated in one year, does not the absence of return prove that exchange in this field is neither proportional nor parallel to productivity.
The quantitative figures absolutely do not reflect the quality and quality of the content, there are research projects that have not been completed, and the financial waste on them is very large, starting with the formation of the research team, the completion of plans, and other procedures, then in the end it is only to be research projects that are kept in the drawers!
According to the university’s response to the point of presence of specialists in internal, financial and other audits, in addition to the role of the Audit Bureau in oversight, I do not deny that, but may we ask: To whom does the Internal Audit Office follow directly? Does the Audit Bureau oversee the external support funds? If the university acknowledges the oversight of the Bureau, then why not take corrective measures on the notes of the Bureau, which alerted in the semi-annual report from last year, in the first paragraph, that there is financial waste resulting from the lack of a mechanism for collecting funds from international students!
The university’s response leads us to talk about what is being worked on now, which is the university’s direction for change through the “transformation” committee, which is a committee formed to achieve several goals, the most important of which is the new strategic plan, the new organizational structure, policies and procedures, and so on. So what is happening now from Network is due to start implementation of this program? Especially since the selection of its new members has become obligatory and forced, and who will meet and choose ?! Or because of the absolute centralization that top management uses to manage matters?
Did the presence of elements lacking experience, yet control important decisions, and ignore the participation of officials and academics in strategic decisions, led to this decline?
It saddens me when the response comes flowery and full of empty terms in order to cover up the negatives rather than admitting the existence of the imbalance, but if that indicates something, it indicates the self-inflating of some, and the false pride that prevents a person from looking transparently and objectively for what is in the public interest!
