But what worries especially the elected official, it is the youth of the delinquents which prevailed lately, many minors of less than 13 years even if it is not the main part of the troops, as confirms a police source, and against whom "the community seems to have no suitable response."

Violence of all kinds

"These are unprecedented violence facing the territory, especially against the police and firefighters, especially on New Year's Eve," said the elected official. "If they had not had their helmets they would, for some, have lost their lives," says Frédéric Bierry. “I will never accept that Alsace is a land of violence. "

What questions the elected official, who knows the subject well to also be co-chair of the working group on public policy for child protection in the National Assembly, is the young age of the delinquents, under 13 years old, girls and boys alike. "Suddenly, they are exempt, or almost, from criminal responsibility, under the 1945 ordinance", continues Frédéric Bierry. “Today we are faced with a serious situation, which is profound, a youth which is expressing itself more and more violently, and a society which has difficulty coping with this violence. Which solutions? Aware of a poverty rate that reaches 23% in Strasbourg, the department hopes for enhanced "health support". Without forgetting the fight against crime, with "a real action plan against early delinquency" assures Frédéric Bierry. And already the elected official is thinking of "educational remedial actions", little used on minors under the age of 13.
