The efforts made by the federal government in the field of employing citizens are not easy, nor are they simple at all, and although their realistic results, in the language of numbers, are very good, it is noticeable that the reflection of these results on the citizens ’satisfaction is not clear in the striking way, and the reasons for this are many, sometimes due to citizens Themselves themselves, and sometimes to private sector companies in particular, that are less responsive to government-approved ambitions and employment plans.

The figures show that the state, represented by the Ministry of Human Resources and Emiratisation, provides 500 vacancies per week to citizens in the private sector, and also proves that it has employed 19,000 citizens in the same sector during the past two years, and if we look at the size of jobs in the state in general, we will find that 4% Only the percentage of the appointment of expatriates during the past two years, compared to 10%, was in the interest of appointing citizens in the private sector, and the percentage of citizens who were employed during the two years reached 47%, which means that the efforts made are very good and are on the right track.

However there are complaints, there are notes, and there are citizens looking for work, and this is normal if we know that the number of citizens who enter the labor market annually is 25 thousand young men and women, in addition to the presence of about 14 thousand citizens looking for work now, not only this but There are 150 thousand citizens and citizens who are fully qualified and able to work, but they do not wish to work now optionally, in the sense that they are housewives who choose to raise their children, and young people choose to enter into small projects for example, but they are all eligible to return and search for a job if their circumstances change.

Therefore, no one should be surprised if he notices the government redoubling its efforts and pressure on all economic sectors to accommodate those who are looking for work and who are citizens of the state, and no one is surprised if he notes the entry of some plans and procedures, and the issuance of some unprecedented decisions in the field of employing citizens in the private sector, Some take the form of encouragement, and some form the obligation in one way or another, taking into account the circumstances of everyone, and taking into account the interests of all.

One of these new, distinctive and innovative ideas is the idea of ​​creating a "job bank", the bank announced by His Highness Sheikh Mansour bin Zayed Al Nahyan, may God preserve him, whose idea is to establish an electronic government platform that allows citizens to apply directly for jobs offered by government institutions And the private sector, after the federal government decided to set a set of professions targeted for Emiratisation, it is not permissible to appoint any expatriate employee in it except after making sure that there are no qualified citizens for its vacancy, and there are 160 professions, including 5000 job titles.

The matter will not be left according to the whims and moods of the private sector, but will be done in accordance with a mechanism that is implemented by the Ministry of Human Resources and Emiratisation, the Federal Authority for Identity and Citizenship, and the Federal Authority for Government Human Resources, which gives citizens the priority of appointment to jobs in the targeted professions.

So that some do not invoke the difficulty of the work mechanism, the bank will start its work in stages: The first stage includes directing 160 entities to offer their jobs within the bank, which are government agencies and semi-governmental companies, from federal and local institutions and bodies, as well as public shareholding companies and national banks, while the application will be applied The second stage is at the beginning of the second quarter of next year, as this stage will include all governmental, semi-governmental and private sectors.

Unless the government does so, the response to employing citizens in the private sector in particular will never meet the response we aspire to, while empowering citizens and providing them with jobs is an inherent right that belongs to all the governments of the world, and I do not think that anyone denies this right.
