It is noted that the parties are considering options for combining efforts to create a 5G radio subsystem in the priority frequency ranges, where there is an acute spectrum deficit, including the possibility of creating a joint venture (JV) with equal shareholdings of each operator.

As specified, in the case of the creation of a joint venture, its activity will be aimed at clearing the frequency resource sufficient for participants to build their own 5G networks, and four operators will be able to use the allocated joint venture radio frequency spectrum on equal terms.

In August, Alexei Volin, Deputy Minister of Digital Development, Telecommunications and Mass Media of Russia, said he did not expect a fast development of fifth-generation (5G) communications technology in the country, as domestic mobile operators had not yet recaptured their costs for 3G and 4G.
