The plan is to build "a new opera in the opera": six new halls for artistic activities will be housed, including a second stage, an orchestra rehearsal hall and ballet halls.

"Our proposal means that the volume of buildings and the areas for the Royal Opera's various operations will increase while the working environment and accessibility are improved as well as the acoustics, both for the audience and the performers on stage," Kjell-Åke Averstad, project owner at the Swedish National Property Agency, said in a press release.

There will also be a new second entrance to Kungsträdgården, while the original main entrance to Gustav Adolf's square will be retained and refurbished. In this way, the Opera Cellar can also continue with its operations.

In 2013, the State Property Agency was given the government's assignment to investigate how a "new opera in the Opera" can be designed. The earliest possible start of construction for this proposal is 2023, if the government says yes. In this case, the project is expected to be completed in 2027, after four years of evacuation of the building.
